Oswego County Sheriff’s Office 08/18/2008


On 8/15/08, Chad E. Lucas, Jr., 19, of 53 Country Lane, Hannibal, NY, was arrested for Unlawfully Dealing With a Child, Second Degree, a class B misdemeanor, after he allegedly sold marijuana to a child under the age of 18, an act that reportedly took place on or about 7/30/08 in the Town of Hannibal.  Mr. Lucas was issued an appearance ticket returnable to Town of Hannibal Court on 8/19/08.

On 8/15/08, Marc A. Crandall, 31, of 1003 CR 45, Apt. 1, Central Square, NY, was arrested at 8:23 p.m. for Theft of Services, a class A misdemeanor, after he allegedly illegally tapped into a neighbor’s telephone line in an attempt to avoid payment for the service himself.  Mr. Crandall was issued an appearance ticket and is scheduled to answer the charge before Town of Palermo Court on 9/08/08.

On 8/15/08 at 11:31 p.m., Wendy L. Victory, 24, of 111 Chestnut St., Upper Apt., Fulton, NY, was charged with Aggravated Unlicensed Operation, Third Degree (two scoffs on one date), and Insufficient Lights following a traffic stop on SR 3 in the Town of Hannibal after being observed driving a vehicle with no rear plate lamp.  Ms. Victory was ticketed and released.  She is scheduled to answer the charges before Town of Hannibal Court on 8/26/08.

On 8/16/08, a 17 year old male residing in the Town of Volney was arrested for Petit Larceny, a class A misdemeanor, stemming from a complaint that occurred on 8/15/08 when he was accused of stealing a golf club from the front yard of a Village of Hannibal residence.  Mr. Pluff was released on an appearance ticket returnable to town of Hannibal Court on 9/02/08.

On 8/16/08, Joshua Pitcher, 16, of 36 Syracuse St., Baldwinsville, NY, was operating a 1997 Polaris ATV four-wheeler eastbound on private property off CR 57 in the Town of Volney at 7:03 p.m. when he attempted to stop the ATV on a mud track and slid through a turn into a tree.  Mr. Pitcher was reportedly ejected head first into the tree and subsequently transported by ambulance to A.L. Lee Memorial Hospital in Fulton, then airlifted to University Hospital in Syracuse.  Driver inexperience appears to have been a contributing factor in the incident.

On 8/17/08 at 12:01 a.m., Marc S. Hemingway, 37, of Box 837, Mexico, NY, was charged with Disorderly Conduct, a violation, following a loud noise complaint at a Bunker Hill Road residence in the Town of Oswego where loud music could reportedly be heard for up to ¼ of a mile away.  After the band agreed to stop playing at a request by an Officer, Mr. Hemingway reportedly intentionally screamed into a microphone having previously been warned by the Officer.  Mr. Hemingway was issued an appearance ticket and is scheduled to answer the charge before Town of Oswego Court on 9/15/08.

On 8/17/08, Douglas J. Miller, 34, of 809 Oneida St., Apt. 1, Fulton, NY, was charged at 1:20 a.m. with Aggravated Unlicensed Operation, Third Degree (one scoff on one date), and Inadequate Lights, following a traffic stop on SR 3 in the Town of Volney after he was observed operating a vehicle with only one brake light.  Mr. Miller was released on tickets returnable to Town of Volney Court on 9/08/08.

On 8/17/08 at 3:00 a.m., Jeffrey P. Hough, 24, of 212 Wybron Road, Fulton, NY, was charged with Unlawful Possession of Marijuana, a violation, following the investigation into a one-car personal injury motor vehicle accident that occurred on CR 14 just north of Wybron Road in the Town of Granby.  The investigation found Mr. Hough had been observed hiding a cigarette case containing a small plastic bag of marijuana in the weeds following the accident.  Mr. Hough was issued an appearance ticket and will answer the charge before Town of Granby Court on 9/08/08.  The accident remains under investigation at this time.

On 8/17/08, Jessica Kaufman, 26, of 177 Standish Road, Rochester, NY, was operating a 2001 Jeep suburban in a southwesterly direction on SR 104 in the Town of Oswego at 3:28 p.m. when she collided with a 2008 Suzuki operated by Jamie M. Essel, 24, of 831 Westcott St., Syracuse, NY.  The incident occurred as Ms. Essel reportedly failed to yield the right of way while entering SR 104 from SR 104A and entered the Jeep’s path.  Ms. Kaufman and her passengers, Lisa Hickey, 28, Rebecca Reich, 17, and Katee Kaufman, 1 ½, were all transported by ambulance to the Oswego Hospital.  Ms. Essel was ticketed for Failed to Yield Right of Way in an Intersection.

On 8/17/08, Erin J. Stevens, 18, of 4864 SR 104, Oswego, NY, was operating a 2004 Pontiac in a southeasterly direction on CR 58 in the Town of Mexico at 6:39 p.m. when she reportedly entered a curve 1/10 of a mile north of Rowe Road, losing control and causing the vehicle to slide off the side of the roadway, striking and snapping a utility pole, before overturning and coming to rest on a private driveway at 390 CR 58.  Ms. Stevens was airlifted to University Hospital while her passenger, James S. Smith, 21, was transported to University Hospital by ambulance.  Unsafe speed appears to have been a contributing factor in the incident, which remains under investigation at this time.

On 8/17/08, Douglas D. Ellis, Jr., 50, of 2488 SR 3, Fulton, NY, was arrested at 10:00 p.m. for Aggravated Unlicensed Operation, First Degree, a class E felony; Driving While Intoxicated; Driving With .08 of One Percent or More of Alcohol; and Improper Right Turn following the investigation into a motor vehicle accident that occurred on SR 3 in the Town of Volney.  Mr. Ellis was operating a 1998 Dodge pickup truck attempting to turn into his driveway after traveling eastbound on SR 3 when he reportedly struck a westbound bicyclist, Jason A. Reibel, 29, of 1822 CR 6, Lot 810, Fulton, NY.  Mr. Riebel was transported by ambulance to University Hospital in Syracuse.  He was arraigned before the Hon. James Aluzzi, Town of Volney Court, and remanded to the Oswego County Correctional Facility in lieu of $1,000 cash bail or $2,000 bail bond.  He is scheduled to return to court on 9/15/08.

Linda M. Burdick, 49, of 2488 SR 3, Apt. A., Fulton, NY, was arrested stemming from the same investigation after she reportedly identified herself as the driver of the vehicle, attempting to protect Mr. Ellis.  Ms. Burdick was issued an appearance ticket and is scheduled to answer the charge before Town of Volney Court on 9/08/08.

On 8/17/08 at 11:45 p.m., Mark D. Pittsley, 35, of 2580 CR 45, Fulton, NY, was charged with Aggravated Unlicensed Operation, Third Degree (license revoked), and Failed to Stop at a Stop Sign after he was reportedly observed driving a minivan through the stop sign at the intersection of Creamery and Middle Roads in the Town of Scriba.   He will answer the charges before Town of Scriba Court on 8/28/08, having been released on tickets.
