Oswego County Sheriff’s Office 09/15/2008


On 9/09/08, Kaylee M. Merritt, 20, of 218 Madison Ave., Mexico, NY, was operating a 1996 Nissan southbound on Main Street in the Village of Mexico at 11:03 a.m. when she reportedly failed to stop for the red light at the intersection of Scenic Avenue and collided with an eastbound 2005 buick driven by Paul L. LeBlanc, 68, of 31 Claremont Rd., Dalton, Ma.  Mr. LeBlanc was transported by ambulance to the Oswego Hospital.  Failure to yield the right of way and unsafe speed appear to have been contributing factors in the incident.

On 9/10/08 at 9:45 p.m., a vehicle traveling southbound on Rathburn Road was observed without plate lamps.  A subsequent traffic stop led to the driver, Kyle M. Helker, 27, of 147 Pople Ridge Road, Mexico, NY, being charged with Insufficient Lights; Aggravated Unlicensed Operation, Third Degree; No Inspection Certificate; and Visibility Distorted (by broken windshield).  Mr. Helker was released on tickets returnable to Town of Granby Court on 9/15/08.

On 9/11/08 at 8:55 p.m., Richard W. Bartlett, 49, of 46 Albright Road, Mexico, NY, was charged with Speed in Zone and Aggravated Unlicensed Operation, Second Degree (10 scoffs on his license; 8 on five dates), following a traffic stop on CR 4 in the Town of Palermo.  Mr. Bartlett was arraigned before Town of Volney Court and released on bail.  He is scheduled to answer the charges before Town of Palermo Court on 9/22/08.  He was subsequently turned over to a member of the Baldwinsville Police Department for processing on an outstanding warrant that was revealed during the investigation.

On 9/12/08 at 3:07 a.m., Terrence M. Scott, II, 20, of 29 Bradshaw Road, Central Square, NY, was arrested following the investigation into a motor vehicle accident that occurred in the Town of Hastings.  Mr. Scott had been driving a 2000 Chrysler northbound on Little Canada Road when he lost control on a curve 1/10 of a mile south Goettel Road causing it to go onto the east shoulder of the roadway, then cross over both lanes of traffic, strike a sign and then a tree before coming to rest on the west shoulder up against a tree.  Reportedly under the influence of alcohol, Mr. Scott was subsequently charged with Driving While Intoxicated; Driving With .08 of One Percent or More of Alcohol; Aggravated Unlicensed Operation, Second Degree; Failure to Keep Right; and Speed Not Reasonable and Prudent.  He is scheduled to answer the charges before Town of Hastings Court on 9/17/08.

On 9/12/08 at 9:00 a.m., Catherine R. Rice, 26, of 614 Ontario St., Fulton, NY, was arrested at the Public Safety Building based on a Family Court Warrant issued 9/05/08 charging her with violating Article IV of the Family Court Act (failure to pay support).  Ms. Rice was arraigned before the Hon. James Metcalf, Oswego County Family Court, and released on her own recognizance.  She is scheduled to return to court on 11/07/08.

On 9/12/08 at 9:00 a.m., Lindsay M. Terramiggi, 24, of 24 North Pollard Drive, Fulton, NY, was arrested for Criminal Sale of a Controlled Substance, Fourth Degree, a class C felony; Criminal Possession of a Controlled Substance, Ficth Degree, a class D felony; and Petit Larceny, a class A misdemeanor.  She was arraigned before the Hon. James Aluzzi, Town of Volney Court, and released on her own recognizance. She is scheduled to appear before Town of Oswego Court on 9/15/08 to answer the charges.  Ms. Terramiggi is accused of stealing a quantity of Hydrocodone pills prescribed to an individual who lived in the residence of a patient Ms. Terramiggi was caring for while working as a home health aide, then allegedly giving the pills to a friend.

On 9/12/08 at 10:40 a.m., Ronald R. Harris, Jr., 19, of 9688 Theisen Rd., Brewerton, NY; a 17 year old male residing in the Town of West Monroe, and a 17 year old male residing in the Village of Central Square, were arrested for Criminal Mischief, Fourth Degree, a class A misdemeanor, for allegedly damaging the concession stand at Van Lieu Park in the Town of Hastings during a reported attempted break-in.  Mr. Harris and the 17 year old from West Monroe were also charged with Unlawful Possession of Marijuana, a violation, after they were reportedly found to be in possession during the investigation.  The three men were arraigned before Town of Hastings Court, and released.  They are scheduled to return to court on 9/15/08.

On 9/12/08 at 4:38 p.m., Kyle Randall, 19, of 251 CR 22, Parish, NY, was arrested for Petit Larceny, a class A misdemeanor, after he was accused of stealing money from a safe at the Dunkin Donuts store located in the Village of Parish.  Mr. Randall was further arrested stemming from the investigation into another matter, charged with Burglary, Second Degree, a class C felony, and Petit Larceny, a class A misdemeanor, after being accused of unlawfully entering a Town of Parish residence and stealing a guitar and amplifier from within, an act that took place on or about 8/16/08.  Mr. Randall was issued appearance tickets to answer the charges before Town of Parish Court at a later date and turned over to a member of the NYSP, Hastings.

On 9/12/08 at 8:42 p.m., Susan M. Smith, 38, of 550 W. First St., Apt. 521, Oswego, NY, was charged with Aggravated Unlicensed Operation, Third Degree, and Inadequate Lighting, following a traffic stop in the Village of Hannibal after she was observed driving westbound on SR 3 with a taillight out.  Ms. Smith was released on tickets returnable to Town of Hannibal Court on 9/30/08.

On 9/12/08 at 10:48 p.m., Charles V. Loughrey, 27, of 226 CR 21, Martville, NY, was charged with Aggravated Unlicensed Operation, Third Degree (license suspended for failing to appear in Town of Scriba Court); Consumption of Alcohol in a Vehicle; and Insufficient Lights, following a traffic stop initiated on Blythe Road near Wiltsieville Road in the Town of Hannibal after he had been observed driving a vehicle bearing no plate lamps.  Bruce Bivens, passenger in the vehicle and registered owner of the car, was charged with Consumption of Alcohol in a Vehicle.  Both men were reportedly consuming beer at the time of the traffic stop.   Both men were released on appearance tickets and are scheduled to answer the charges before Town of Hannibal Court on 9/23/08.

On 9/13/08 at 8:45 a.m., Mark A. Pannozzo, 51, of 7 Emmons Drive, Hannibal, NY, was arrested for Criminal Contempt, First Degree, a class D felony, and Harassment, Second Degree, a violation, stemming from an incident that occurred in the Town of Hannibal on 9/07/08 during which he allegedly yelled cursing remarks toward a neighboring family and threw rocks at the neighbor’s residence, in violation of an Order of Protection that is in place.  Mr. Pannozzo was arraigned before the Hon. Eugene Hafner, Town of Hannibal Court, and remanded to the Oswego County Correctional Facility in lieu of $1,000 cash bail or $2,000 bail bond.  He is scheduled to return to court on 9/23/08.

On 9/13/08 at 3:22 p.m., James B. Barnes, 34, of 21 Senior Ave., Fulton, NY, was charged with Aggravated Unlicensed Operation, Third Degree; Improper Plates; No Inspection Certificate; Operation Without Insurance; Inadequate or No Muffler; and Unregistered Motor Vehicle, following a traffic stop on Rathburn Road, north of SR 3 in the Town of Granby, after he was observed driving a Dodge pickup truck with a loud muffler.  Mr. Barnes was arraigned before the Hon. Edwin Winkworth, Town of Granby Court, and released on his own recognizance.  He is scheduled to return to court on 9/15/08 to answer the charges.

On 9/13/08 at 7:03 p.m., Randy Gushlaw, 45, of 1681 CR 45, Fulton, NY, was ticketed for Operation While Registration Suspended following a traffic stop in the Village of Mexico after a License Plate Reader targeted his vehicle as he drove westbound on SR 104.  Mr. Gushlaw was released on a ticket returnable to Town of Mexico Court on 9/30/08.

On 9/13/08 at 8:05 p.m., Burton C. Nolan, 17, of 1764 CR 41, Pulaski, NY, was arrested based on a bench warrant issued by Town of Richland Court charging him with Burglary, Third Degree, a class D felony, and Petit Larceny, a class A misdemeanor.  Mr. Nolan was arraigned before the Hon. James Ridgeway, Town of Richland Court, and remanded to the Oswego County Correctional Facility in lieu of $1,000 cash bail or $2,500 bail bond.  He is scheduled to return to court to answer the charges on 9/22/08.

On 9/13/08 at 9:42 p.m., William E. Thomas, IV, 18, of 7 Hofmann Drive, Fulton, NY, was arrested for Assault, Third Degree, a class A misdemeanor, following an incident that occurred at his residence during which he allegedly engaged in a fight with another man, causing physical injury to the victim by punching him in the face and head.  Mr. Thomas was issued an appearance ticket and is scheduled to answer the charge before Town of Granby Court on 9/22/08.

On 9/13/08 at 11:15 p.m., Consuelo S. Greer, 42, of 164 Fairhaven Road, Rochester, NY, was arrested for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Moved From Lane Unsafely, following a traffic stop that was initiated in the Town of Scriba after she was observed moving from her lane unsafely while driving on SR 104, nearly striking a mailbox.  Ms. Greer was issued traffic tickets and released to a third party.  She is scheduled to answer the charges before Town of Scriba Court on 9/25/08.

On 9/14/08, Carl Constantine, 63, of 38 Birch Lane, Apt. 43D, Oswego, NY, was arrested at 11:30 a.m., charged with Assault, Second Degree, a class D felony; Unlawful Imprisonment, First Degree, a class E felony; and Endangering the Welfare of a Child, a class A misdemeanor.  Mr. Constantine was arraigned before Town of Scriba Court and remanded to the Oswego County Correctional Facility in lieu of $2,500 cash bail or bond.  He is scheduled to return to court on 9/18/08.  Mr. Constantine is accused of engaging in an argument with a female victim who was using the laundry facilities at Wine Creek and who he accused of not being a resident of Wine Creek Apartments.  The verbal argument escalated to Mr. Constantine reportedly repeatedly striking her about the head with his fists.  When the victim was able to flee the scene, Mr. Constantine allegedly threatened her causing her to fear for her safety and that of the minor that was with her as he told her he knew where she lived and that he had a gun in his back pack.

On 9/14/08 at 4:38 p.m., Nicholas S. Matott, 23, of 117 W. Oneida St., Oswego, NY, was charged with Aggravated Unlicensed Operation, Third Degree, and Seat Belt Violation-Driver, following a traffic stop on CR 24 in the Town of Minetto.  Mr. Matott was released on tickets returnable to Town of Minetto Court on 10/02/08.

On 9/15/08 at 12:16 a.m., Roderick S. Scheuer, 20, of 28 Frederick St., Constantia, NY, was arrested based on a bench warrant issued through Oswego County Court charging him with Burglary, Third Degree, a class D felony; Criminal Mischief, Fourth Degree, a class A misdemeanor; and Petit Larceny, a class A misdemeanor.  Mr. Scheuer is currently being held in the Oswego County Correctional Facility without bail pending a court appearance on 9/15/08.
