Oswego County Sheriff’s Office 10/06/2008


On 9/30/08, Sarah A. Munger, 22, of 59 Hawk Road, Fulton, NY, was charged with Aggravated Unlicensed Operation, Third Degree (suspended for one scoff on one date out of Fulton City Court), and Inadequate Lighting following a traffic stop on West Fourth Street South in the city of Fulton after she was observed driving without headlights.  She was ticketed and is scheduled to answer the charges before Fulton City Court on 10/09/08.

On 10/02/08, Nicole A. Coyer, 20, of 438 B Chapman Rd., Parish, NY, was operating a 2001 Pontiac westbound on CR 45 in the Town of Palermo at 7:18 a.m. when a tire reportedly blew on the vehicle causing it to spin sideways and strike a utility pole.  Ms. Coyer, the sole occupant, was transported by ambulance to St. Joseph’s Hospital in Syracuse.  The incident occurred approximately 300 feet west of Lot 10 Road.

On 10/02/08 at 6:55 p.m., Maurice F. Bolster, 44, of 65 Beach Rd., Altmar, NY, was charged with Aggravated Unlicensed Operation, Third Degree (three scoffs on two different dates); Driver’s View Obstructed; Unregistered Motor Vehicle; Unlicensed Operator; and Operation Without Insurance, following a traffic stop after he was observed driving on Czbeniak Road in the Town of Mexico with the rear window of his vehicle covered with a plastic tarp.  Mr. Bolster was released on tickets and is scheduled to answer the charges before Town of Mexico Court on 10/21/08.

On 10/03/08, Nicholas Ruffo, Jr., 40, of 1309 CR 3, Hannibal, NY, was operating a 1996 Dodge eastbound on CR 85 in the Town of Granby at 8:54 a.m. when he collided with a 2000 Ford suburban being driven southbound on West Fifth Street Road by Dustin M. Pecora, 19, of 5 Windsong Ave., Oswego, NY.  The incident occurred while Mr. Ruffo was making a left turn onto West Fifth Street Road and while Mr. Pecora was making a left onto CR 85 at the stop sign.  Mr. Pecora was ticketed for Failed to Yield Right of Way at Stop Sign Intersection.

On 10/03/08, Robert J. Brady, 32, of 681 CR 54, Lot 105, Pennellville, NY, was arrested at 11:40 a.m. based on a Family Court Warrant charging him with violating Article IV of the Family Court Act (failure to pay support).  Mr. Brady was arraigned before the Hon. David J. Roman, Oswego County Family Court, and remanded to the Oswego County Correctional Facility in lieu of $500 cash bail or $1,000 bail bond.  He is scheduled to reappear in court on 10/20/08.

On 10/03/08, Murray D. Abrams, Jr., 27, of 393 Rathburn Road, Apt. 28, Fulton, NY, was arrested at 6:46 p.m., for Criminal Contempt, First Degree, a class E felony, and Harassment, Second, Degree, a violation, after he allegedly grabbed a female victim named in an Order of Protection, threw her to the floor, then
grabbed her by the neck causing injury to the victim.  Mr. Abrams was released on an appearance ticket and is scheduled to answer these charges before Town of Granby Court on 10/06/08.

On 10/04/08 at 2:45 a.m., James E. Baker, 27, of 310 Stoney Robby Road, Oswego, NY, was arrested for Assault, Third Degree, Obstructing Governmental Administration, and Unlawful Growing of Cannabis, all class A misdemeanors, stemming from the investigation into a domestic incident during which he was found to be growing two marijuana plants in his residence.  He is also accused of causing physical injury to a female victim while that victim was asleep in bed.  He is further accused of yelling and hitting his head against a car window and seat before refusing to exit a marked patrol unit, then physically resisted his removal from the car.  Mr. Baker was arraigned before the Hon. Edwin Winkworth, Town of Granby Court, and remanded to the Oswego County Correctional Facility in lieu of $2,500 cash bail or $5,000 bail bond.  He is scheduled to return to court on 11/03/08.

On 10/04/08 at 7:40 a.m., Christopher R. Phillips, 22, of 3 Kline Drive, Pennellville, NY, was arrested for Aggravated Harassment, Second Degree, a class A misdemeanor, stemming from an incident that occurred in the Town of Schoreppel on 9/28/08 after being accused of placing 53 phone calls to a male victim’s cell phone between 9/28/08 and 9/29/08 allegedly using racial slurs and threatening to stab the male victim.  Mr. Phillips was issued an appearance ticket and will appear before Town of Schroeppel Court on 10/07/08 to answer the charge.

On 10/04/08 at 7:39 p.m., Douglas L. Clark, 29, of 20 W. 11th St., Apt. 5, Fulton, NY, was arrested in for Menacing, Second Degree, a class A misdemeanor; and Disorderly Conduct and Unlawful Possession of Marijuana, both violations, after he was allegedly observed screaming and yelling while outside of a Town of Granby apartment complex where he reportedly threatened to smash the head of a male victim.  Mr. Clark was arraigned before the Hon. Edwin Winkworth, Town of Granby Court, and remanded to the Oswego County Correctional Facility in lieu of $1,000 cash bail or $2,500 bail bond.  He is scheduled to return to court on 11/03/08.

On 01/05/08 at 4:15 a.m., Michael S. McCandless, 23, of 339 Main St., Phoenix, NY, was arrested for Driving While Intoxicated, Aggravated Driving While Intoxicated, Failed to Keep Right, and Drove to Left of No Passing Zone following a traffic stop after he was observed crossing into the northbound lane of traffic while driving southbound on SR 481, nearly striking a northbound patrol car.  Mr. McCandless was arraigned before the Hon. Patricia Kerfien, Town of Volney Court, and remanded to the Oswego County Correctional Facility in lieu of $500 cash or $1,000 bail bond.  He is scheduled to return to Town of Volney Court on 10/06/08 to answer the charges.

On 1/05/08 at 4:15 p.m., a 13 year-old boy residing in the Town of Scriba, was charged with Juvenile Delinquency for an act, which if committed by an adult, would have constituted the charge of Petit Larceny, a class A misdemeanor.  The youth and his parents were issued an appearance ticket to answer the charge before Oswego County Family Court at a later date.  The youth is accused of stealing Monster Energy Drinks from May’s Country Store located on SR 104 in Scriba.
