OSWEGO – On Sunday June 19, at approximately 4:45 a.m., State Police stopped a vehicle operating erratically on State Route 104 in the town of Oswego.
Investigation at the scene revealed the operator, 19-year-old Esther B. Rubinow from 98 E. Mohawk Street Oswego, was intoxicated, police said.
Rubinow was taken into custody and transported to SP Fulton.
While at SP Fulton, Rubinow allegedly refused to submit to a chemical test and refused to provide information necessary for troopers to process her arrest.
She was arraigned in the Town of Hannibal Court on charges of Driving While Intoxicated and Obstructing Governmental Administration 2nd degree, both misdemeanors.
Rubinow was remanded to the Oswego County Jail in lieu of $500 cash or $1,000 bond, and issued a court order to return to SP Fulton for processing upon her release.
Rubinow turned herself in to Troopers at SP Fulton for processing the evening of June 19.
She is scheduled to appear in the Town of Oswego Court June 20 at 4:30 p.m.
