Toby Lee Cummins was born in Oswego Hospital on Oct. 31, 2016, at 12:30 p.m.
He weighed 8 pounds, 8 ounces and was 20 inches long.
He is the son of Alexis Stephens and Joseph Cummins, of Fulton.
