Owners Of Fulton Towing Company Arrested On Insurance Fraud Charges

FULTON – State Police said today (March 27) they arrested Amy Stoutenger, 48, and Ralph A. Stoutenger III, 49, from Fulton for Insurance Fraud 2nd degree (C-felony), Offer to File False Instrument 1st degree (E-felony), Fraudulent Insurance Practices -Workers Compensation Law 114 sub 3 (E-felony) and Offering a False Statement – Workers Compensation Law 96 (E-felony).

The arrests are the result of an NYS Insurance Fund* investigation into Shameless Trucking, LLC and Shameless Towing and Recovery, LLC from 2014 to 2017.

Ralph and Amy Stoutenger, owners of the company, are accused of not paying approximately $319,013 in Worker Compensation Insurance.

The evidence consists of audits conducted by the NYS Insurance Fund, banking records, and multiple employees who were paid in cash or by check during the aforementioned time period.

Mr. and Mrs. Stoutenger were arraigned in the city of Fulton Court and released on their own recognizance.

They are scheduled to appear in city of Fulton Court on May 24 at 9 a.m.
