Police Log: Fulton PD, Week of July 18, 2011


Gerald J. Whitney, IV, 40, of 312 Utica St., Fulton was charged July 18 with criminal possession of stolen property. Police allege he possessed six remote control cars and trucks, transmitters, a tote bag, batteries and various vehicle parts. Police allege he stole them from a nearby garage. The items were worth $4,535, according to police.

Erwin C. Ouderkirk, 44, 0f 301 Erie St, Fulton was charged July 18 with disorderly conduct for allegedly refusing to stop yelling derogatory language and swearing while outside his home.

Britney J. Bardin, 19, of 712 Oneida St., Fulton ws charged July 18 with making a punishable false written statement to police on June 27.

Michael C. Hutchinson, 37, of 61 Emmons Dr., Hannibal was arrested July 18 in Syracuse on a bench warrant alleging failing to pay a fine and surcharge in Fulton of $550.

Frank C. Ruggio, 22, of 3232 County Route 57, Oswego was charged July 18 with unsafe start and aggravated unlicensed operator. Police allege he spun his tires in the 200 block of Buffalo St. and that his license had been suspended for six scoffs.

Thomas C. Dunham, 20, of 1224 Hurdle Mills Rd., Rosboro, North Carolina was charged July 18 with disorderly conduct, marijuana possession and criminal possession of a controlled substance. Police allege Dunham was in a fight with another man on the Oneida St. bridge at about 10:48 p.m. Police say they broke up the fight and in the process of searching Dunham allegedly found marijuana in one pocket and a bag with 15 Alprazolam pills in another pocket.

Brittney R. Loveless, 23, of 506 County Route 14, Fulton was charged July 19 with DWI, criminal tampering, aggravated unlicensed operation, inadequate muffler, unsafe lane change, and refusing to submit to a breath test. Police allege they pulled her over on Broadway for having an inadequate muffler and for crossing the center line in the road. Police allege she failed three field sobriety tests and refused to take a screening test in the field and a breath test later at the police station. Police allege she also spit inside the police car after being warned to stop. Police say her license had been suspended for two offenses.

Minh Van Nguyen, 42, of 216 W. Seventh St., Oswego was charged July 20 with DWI and refusing to take a breath screening test. Police allege he pulled to the side of the road to take a phone call. The arresting officer alleges that Nguyen appeared intoxicated — there was an odor of alcohol, glassy eyes and poor coordination. He allegedly failed all three field sobriety tests and would not blow into the alcohol sensor for the field test. Police allege he also gave inadequate breath samples at the test given at the police station.

Jeremy M. Rupert, 34, of 105 S. Fourth St., Fulton was charged July 2- with petit larceny for allegedly putting a 15 inch flat screen TV and two portable DVD players into two Kinney Drug Store bags and leaving the store while a co-defendant (not named) distracted the clerk by buying a pack of gum.

Katherine E. Turner, 22, of 3822 Harrow Court, Baldwinsville was charged July 20 with forgery, criminal impersonation, making a false written statement and petit larceny. Police allege that on May 3, she allegedly took a bottle of smart water, a pack of gum and a container of salt from the Nice n’ Easy store and about half an hour later told police she was “Jennifer Haught” as she was booked and fingerprinted.

Heather M. Evans, 21, of 5523 State Route 104, Oswego, was charged July 21 with falsely reporting an incident for allegedly telling police that someone stole her purse off her arm and fled when a man had stolen her purse from inside her vehicle and no force was used.

Stephanie M. Newton, 25, of 1100 Emery St., apt 303, Fulton was charged July 22 with endangering the welfare of a child for allegedly leaving her six year old daughter at Rowlee Beach while she went home. Police allege the child ran around in the city parking lot unsupervised and got a moderate sunburn while having an allergy to it.

Tyler S. Varnum, 20, of 851 Rowlee Rd., Fulton was charged July 22 with aggravated unlicensed operator. Police stopped his vehicle on Pine St. after receiving a call about a reckless vehicle in the area. He was found to have a driver’s license that had been revoked for failing to answer 12 charges on 7 different dates. He was released on $250 cash bail.

Kenneth G. Maynes, 18, of 316 S. Sixth St., Fulton was charged July 22 with falsely reporting an incident for alleging that, the day before, he had been pushed by another person and that he had made a citizen’s arrest of the person. Police allege the pushing incident was false and the citizen’s arrest was baseless.

Rodney J. Dunn, 48, of 33 Besaw Rd., Phoenix was charged July 23 with DWI, aggravated DWI and failing to keep right. Police allege he crossed the center line of N. Second St. and was pulled over. The officer alleged he appeared intoxicated and failed a field sobriety test while refusing to take two others. A breath test at the police department allegedly confirmed a blood alcohol level above 0.18%.

Eric R. Pople, 28, of 324 W. Broadway, Fulton was charged July 22 with an open container violation while along Voorhees St.

James M. Ambuske, Jr., of 682 S. Fourth St., Fulton was charged July 22 with an open container violation while at Foster Park.

Rodger J. Allen, 47, of 2776 County Route 57, Fulton was charged July 22 with disorderly conduct for allegedly urinating in public while at an address on Foster St.

Alison M. Buerman, 25, of 536 Court St., Syracuse was charged July 22 with an open container violation while on N. Fifth and Erie Sts. with an open wine glass.

Terry M. Westbury, 49, of 607 Utica St., Fulton was charged July 24 with harassment for allegedly punching a man in the face.

Ronald L. Wardhaugh, 20, of 508 Seneca St., Fulton was charged July 23 with disorderly conduct and criminal possession of a weapon for allegedly yelling loud derogatory language while on his phone in his front yard. Police also allege he was found with a butterfly knife and has already been convicted of a crime.

Nicole L. Halsey, 22, of 243 County Route 85, Fulton was charged July 24 with an open container violation while at an address on Erie St.

Gerald E. Ellis, 52, of 120 Division St., apt. 6, Fulton was charged July 23 with an open container violation in the 350 block of Division St.

Matthew D. Colling, 22, of 409 Erie St., Fulton was charged July 24 with ten counts of unlawfully dealing with a child and disorderly conduct for allegedly hosting a drinking party for underaged youth. At the same location, police charged Ryan L. Deuel, 20, of 512 Seward St. with a violation for having an open container while being unde 21 years old.

Roger M. Allen, Jr., 54, of 401 W. First St., Fulton was charged July 23 with disorderly conduct for allegedly yelling derogatory language while on a public sidewalk. Police allegedly broke up the fistfight that was about to take place.

Harold L. Dickson, 42, of 44 Beverly Drive, Fulton was charged July 23 with disorderly conduct for allegedly yelling derogatory language while on a public sidewalk. Police allegedly broke up the fistfight that was about to take place.

Ryan J. Courtemanche, 25, of 69 N. Lewis St., Auburn was charged July 24 with an open container violation while fishing at Lock 3.

Danielle A. Haywood, 21, of 401 W. Fourth St., Fulton was charged July 24 with aggravated unlicensd operator, unlicensed operator and inadequate brake lights. After the stop for having an inadequate brake light, police say they discovered her license had been suspended for failing to pay a fine in Onondaga County and failing to answer a summons in Oswego County.
