On 9/19/09 at 3:31 a.m., Ashley M. Healey, 23, of 753 James St., Syracuse, NY was operating a 2007 Hyundai north on US Rt 11 in the Town of Hastings when the vehicle reportedly drove off the east side of the road and struck a mailbox at 1816 US Rt. 11 then proceeded to strike a vehicle parked in the driveway at same residence. Ms. Healey was issued tickets for Aggravated Unlicensed Operation of a MV, 3rd degree and Leaving the Scene of a Property Damage Accident. Unsafe speed and unsafe lane changing seem to have been contributing factors.

On 9/21/09 at 11:45 p.m., David L. Wright, 31, of 114 Doris Park Drive, Constantia, NY, was arrested for Driving While Intoxicated, Aggravated Driving While Intoxicated, and Aggravated Unlicensed Operator, First Degree, a class E felony, following the investigation into a motor vehicle accident that occurred in the Town of Volney. Mr. Wright was arraigned before the Hon. Patricia Kerfien, Town of Volney Court, and remanded to the Oswego County Correctional Facility in lieu of $1,500 cash bail or $3,000 bail bond. He is scheduled to return to court on 9/28/09. Mr. Wright was operating a 1995 Dodge pickup truck on CR 9 when he reportedly failed to negotiate a turn at the intersection of Emery Road, causing the vehicle to leave the roadway and strike three road signs before striking a tree.

On 9/24/09 at 10:10 a.m., Kenneth F. Darling, 40, of 12 Kings Road, Fulton, NY, was charged with Speed in Zone and Aggravated Unlicensed Operation, Third Degree, following a traffic stop on CR 57 in the Town of Volney that found him driving with a revoked license. Mr. Darling was released on tickets and will answer the charges before Town of Volney Court on 10/19/09.

On 9/25/09 at 10:02 a.m., Ryan J. Staring, 25, of 1632 SR 49, Constantia, NY, was charged with Unlawful Possession of Marijuana, a violation, stemming from the investigation into a motor vehicle accident that occurred at the intersection of CR 37 and SR 49 in the Town of West Monroe. Mr. Staring, one of the drivers, was found to be in possession of a small quantity of marijuana. He was released on an appearance ticket and is scheduled to answer the charges before Town of West Monroe Court on 10/12/09.

On 9/25/09 at 9:58 a.m., Raylene V. Brien, 35, of 1400 CR 53, Oswego, NY, was charged with Aggravated Unlicensed Operation, Second Degree (suspensions on 5-29-09 for failure to pay driver responsibility assessment and on 6/29/09 for Driving While Ability Impaired by Alcohol); Speed in Zone; and Operation Without Insurance following a traffic stop on CR 57 in the Town of Volney. Ms. Brien was released on tickets returnable to Town of Volney Court on 10/05/09. Her vehicle was removed by a third party.

On 9/25/09 at 2:30 p.m., Lawrence E. Metcalf, 39, of 19 Rochester St., Hannibal, NY, was arrested for Unlawfully Growing Cannabis, a violation of the Public Health Law, after he was found growing two large plants of marijuana behind his residence. Mr. Metcalf was issued an appearance ticket to answer the charge before Town of Hannibal Court on 10/13/09 and released.

On 9/25/09 at 5:29 p.m., Lisa M. Pelkey, 34, of 91 Furnace Station Road, Oswego, NY, was charged with Aggravated Unlicensed Operation, Third Degree (suspension for failing to pay a fine in Oswego City Court on 7/06/08), and Speed in Zone following a traffic stop on CR 57 in the Town of Scriba. Ms. Pelkey was released on tickets returnable to Town of Scriba Court on 10/08/09.

On 9/25/09 at 7:30 p.m, 15 and 10 year old brothers residing in the Town of Constantia, were each issued a juvenile appearance ticket and referred to the Oswego County Probation Department for further processing after allegedly committing crimes that as adults would have constituted the charges of Burglary, Third Degree, a class D felony, and Petit Larceny, a class A misdemeanor. The youths are accused of unlawfully entering the Cleveland Elementary School through a window on 9/23/09 and stealing a two-way radio.

On 9/26/09 at 10:14 a.m., Martin O. Woodward, 18, of 393 Rathburn Road, Fulton, NY, was charged with Unlawful Possession of Marijuana, a violation; Aggravated Unlicensed Operation, Third Degree (suspension for failure to appear in the Chenango County Court on 07/26/2009); Unregistered Motor Vehicle; Improper Plates; One Plate Displayed; Operation Without Insurance; and No Inspection Certificate stemming from an incident that occurred in the Town of Hannibal. The arrest was the result of a traffic stop after Mr. Woodward was observed operating a vehicle bearing no front license plate while driving on Rathburn Road. Mr. Woodward was released on tickets returnable to Town of Hannibal Curt on 10/06/09.

On 9/26/09 at 6:04 p.m., a 17 year old male residing in the Town of Palermo, was arrested for Unauthorized Use of a Motor Vehicle, Third Degree, a class A misdemeanor, stemming from an incident that occurred on 8/28/09 when he was accused of using a vehicle without permission that was registered to his friend’s mother. The youth was issued an appearance ticket to answer the charge before Town of Hastings Court on 10/28/09.

On 9/26/09 at 7:54 p.m., Joshua M. Webster, 20, of 340 Green Road, Mexico, NY, was arrested for Forcible Touching, a class A misdemeanor, after he was accused of riding by a woman on his bicycle and slapping her on the buttocks as she was jogging on Hurlbutt Road. Mr. Webster was issued an appearance ticket and released. He is scheduled to answer the charge before Town of Mexico Court on 10/13/09.

On 9/27/09 at 3:44 p.m., David R. Burger, 22, of 80 Sixth Avenue, Oswego, NY, charged with Unlawful Fleeing a Police Officer in a Motor Vehicle, Third Degree; Reckless Driving; Speed Not Reasonable and Prudent; Operating a Motor Vehicle Without Inspection Certificate; and Failure to Keep Right stemming from an incident that occurred in the Towns of Hannibal and Oswego on 8/06/09. Mr. Burger had been observed traveling east on SR 104 near SR 34 at a reported high rate of speed. Initial efforts to stop him with activated lights and sirens, which were initiated near Stock Road in the Town of Hannibal, were reportedly ignored. Eluding patrol, Mr. Burger was once again observed driving northbound on SR 104 in the Town of Oswego, one-half mile east of Hall Road. He was found behind the wheel of the 1998 Chevrolet Camaro in a driveway off SR 104, north of Tug Hill Road, where his vehicle had come to rest after he had lost control while rounding a curve. The vehicle failed to keep right, crossed the southbound lane before it ran off the west side of the roadway. It then reportedly passed through a ditch and collided with a utility trailer that was parked on the lawn at 7878 SR 104. After hitting the utility trailer the impact caused the vehicle to collide with and become imbedded in a small tree just south of the driveway at 7878 SR 104. Mr. Burger was removed from the vehicle and transported by helicopter to University Hospital in Syracuse. He was issued tickets and an appearance ticket and released. He is scheduled to answer the charges before Town of Hannibal Court on 10/27/09 and before Town of Oswego Court on 10/26/09.

On 9/27/09 at 5:50 p.m., Shelly M. Smith, 47, of 19 Sundown Road, Fulton, NY, was arrested for Endangering the Welfare of a Child, a class A misdemeanor, and Harassment, Second Degree, a violation, stemming from a domestic incident that took place in the presence of a minor. Ms. Smith was released on appearance tickets returnable to Town of Palermo Court on 10/12/09.

On 9/27/09 at 4:45 p.m., Emily Z. Sipple, 20, of 6301 Lakeside Rd., Ontario, NY was arrested for Aggravated Unlicensed Operation of a MV, 3rd degree ( suspended in the T/O Ontario for failure to pay fine) and Windshield Tint Violation following a traffic stop at the intersection of SR 49 and SR 264 in the Town of Palermo. Ms. Sipple was issued UTT’s, returnable to the T/O Palermo Court on 10/5/09.

On 9/28/09 at 2:16 a.m., Casie L. Knopp, 25, of 216 E. Seventh St., Oswego, NY, was charged with Aggravated Unlicensed Operation, Third Degree (suspended license for failure to pay a fine on 08/13/2008 and failure to pay a driver responsibility assessment on 09/06/2009), and Inadequate Plate Lamp, following a traffic stop on CR 8 near Stoney Robby Road in the Town of Granby after she was observed driving westbound on SR 3 without a working plate lamp. Ms. Knopp was released on tickets returnable to Town of Granby Court on 10/12/09.
