Fulton police say 40-year-old Michael Engel of Fulton installed a surveillance camera inside a bathroom exhaust vent to record several young women, primarily in their teens, in various stages of undress without their knowledge or consent. Engel has been charged with nine separate crimes, which include endangering the welfare of a child and forcible touching.
