Two in arrested following meth lab investigation

UPDATED INFORMATION

In the ongoing effort to curb methamphetamine production and use, the Oswego City Police Department’s Anti-Crime Team, working in conjunction with the Fulton City Police Department, began an investigation into Frederick E. Carvey Jr. and Jennifer R. Noel, who were allegedly manufacturing methamphetamine.

On Tuesday, at about 7:25 p.m., investigators from the Oswego City Police Department’s Anti-Crime Team and Fulton City Police Department, made contact with Carvey and Noel in the area of West Second and Voorhees streets in the city of Fulton.

Subsequent to contact being made with the above listed and in conjunction with the information obtained through the investigation, a search warrant was obtained for the residence of Carvey and Noel.

As a precautionary measure, the multi-unit structure of 306 W. Broadway was evacuated by investigators.

Fulton Fire Department was requested to the scene as a precautionary measure, with West Third Street between West Broadway and Voorhees Street being closed to contain the Fire Department’s equipment.

The New York State Police Special Operations Response Team, the Contaminated Crime Scene Emergency Response Team and the Oswego County Sheriff’s Office, responded to the residence to assist in the investigation.

Upon execution of the search warrant at 306 W. Broadway Apt. 4, investigators reportedly discovered a methamphetamine lab in the residence, to include approximately one and half ounces of methamphetamine oil, and about 2 grams of methamphetamine product being found in total.

Upon conclusion of the search warrant, West Third Street was opened, residents were allowed to return to their homes and Carvey Jr., 58, and Noel, 42, were both arrested on one count each of the following:

Criminal Possession of a Controlled Substance in the third degree – a class B Felony
Unlawful Manufacturing Methamphetamine in the third degree – a class D Felony

They were processed on the above charges and are being held at the Oswego City Police Department awaiting arraignment in Fulton City Court.

FULTON, NY – Members of the Oswego City Police Department’s Anti-Crime Team along with members of the Fulton City Police Department, New York State Police, and Oswego County Sheriff’s Office are currently investigating a methamphetamine lab at 306 West Broadway in Fulton.

Investigators have two people in custody at this time, and will release their names at the conclusion of the investigation.

As a precautionary measure residence of 306 West Broadway were evacuated, and will be allowed to return back to their residence as soon as the scene is deemed safe.

West Third Street between West Broadway and Voorhees Road is closed for emergency vehicles only.
