DPW Commissioner Addresses Rotary

OSWEGO, NY – Oswego City DPW Commissioner Tom Kells spoke to the Oswego Sunrise Rotary Club recently.
He explained his role.
He also spoke about his and Mayor Barlow’s plans for the maintenance of Oswego’s streets, infrastructure and improvement of city services to residents.
