WINTER STORM WARNING – WIND CHILL ADVISORY – School Alerts

Governor Andrew Cuomo announced a statewide state of emergency as ice and snow pile up across New York amid freezing temperatures.

The Governor warned New Yorkers to “stay off roads if you can.”

Winter storm warnings remain in effect for much of Central and Upstate New York.

Governor Cuomo also announced that the Thruway south of Albany will close at midnight and remain closed through at least 5 a.m. Friday.

* LOCATIONS…OSWEGO COUNTY.

* TIMING…THROUGH LATE FRIDAY MORNING.

* HAZARDS…HEAVY SNOW AND BLOWING SNOW. BITTER WIND CHILLS.

* ACCUMULATIONS…3 TO 6 INCHES TODAY…2 TO 4 INCHES TONIGHT … AND UP TO 2 INCHES FRIDAY.

* WINDS…NORTHEAST 10 TO 20 MPH.

* VISIBILITIES….AS LOW AS A HALF MILE OR LESS.

* WIND CHILLS…20 TO 25 BELOW ZERO THURSDAY NIGHT AND FRIDAY MORNING.

* IMPACTS…TRAVEL WILL BE VERY DIFFICULT WITH SNOW COVERED ROADS AND POOR VISIBILITY DUE TO HEAVY SNOW AND BLOWING SNOW.  BITTERLY COLD WIND CHILLS WILL POSE A RISK FOR FROST BITE AND HYPOTHERMIA FOR ANYONE OUTSIDE FOR EVEN SHORT PERIODS OF TIME.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

A WINTER STORM WARNING IS ISSUED WHEN SEVERE WINTER WEATHER IS EXPECTED. HEAVY SNOW AND/OR ICE WILL CAUSE HAZARDOUS DRIVING CONDITIONS. IF YOU WILL BE TRAVELING IN THE WARNING AREA YOU SHOULD CHOOSE AN ALTERNATE ROUTE IF POSSIBLE…OR YOU SHOULD USE
EXTREME CAUTION IF TRAVEL IS UNAVOIDABLE.

A WIND CHILL ADVISORY IS ISSUED WHEN STRONG WIND WILL COMBINE WITH COLD TEMPERATURES TO CREATE DANGEROUSLY COLD CONDITIONS FOR EXPOSED SKIN. THE WIND WILL MAKE IT FEEL LIKE IT IS 15 DEGREES BELOW ZERO OR COLDER FOR A PERIOD OF SEVERAL HOURS. IF YOU WILL BE OUTDOORS USE COMMON SENSE AND DRESS WARMLY…MAKING SURE THAT ALL EXPOSED SKIN IS COVERED. IF POSSIBLE…AVOID PROLONGED EXPOSURE TO THE COLD TO PREVENT FROSTBITE AND HYPOTHERMIA.

IF YOU LOSE POWER AND PLAN ON RUNNING A GENERATOR…MAKE SURE THAT THE GENERATOR IS LOCATED OUTDOORS AND IS PROPERLY VENTILATED. SPACE HEATERS SHOULD ALSO BE PROPERLY VENTILATED AND USED ONLY IF THEY ARE OPERATING PROPERLY. MAKE SURE SNOW DOES NOT
BLOCK EXHAUSTS AND FRESH AIR INTAKES FOR HIGH EFFICIENCY FURNACES AND WATER HEATERS.
