SUNY Oswego University Police arrested an Oswego resident on a motor vehicle felony and related charges today (March 16). Rachel E. Johnson, 24, was charged with driving while intoxicated with a previous DWI conviction, a Class E felony.
He allegedly left the victim who has been deemed physically disabled, unattended in a transport van, secured in place with no way to exit the vehicle in case of emergency while he entered a business in the city of Fulton and consumed an alcoholic beverage in the men’s room on June 8, 2017.
Oswego County Fire Coordinator Donald Forbes reminds county residents of the annual statewide ban on all open burning which is in effect across New York State during the high fire-risk period of March 16 through May 14. “Even as snow continues to fall, spring is not far away. As tall grass, hay and brush dry, outdoor fires will occur,” said Forbes.

The Oswego County Legislature has extended a partial tax exemption to homeowners who make capital improvements of $5,000 or more on their residences. The exemption is limited to $80,000 in increased assessed value, based on the increased market value due to reconstruction or improvement projects. First adopted in 2015, the Legislature voted Thursday, March 15, to extend the home improvement exemption until 2028.
Fulton City School District’s preliminary draft of the 2018-2019 school year budget considers the possibility for six positions to be cut within the district. Faced with an estimated $2 million shortfall in revenues before the use of reserves, the district is continuing to be “creative” and “extensive” in approaching the gap, Superintendent Brian Pulvino said, however, the potential for layoffs is still possible.
State Police is seeking public assistance in identifying an individual regarding a criminal mischief investigation at the Nice-N-Easy store on State Route 13 in the town of Williamstown.
