Oswego County DSS Announces HEAP Program Now Open

OSWEGO COUNTY – The Oswego County Department of Social Services (DSS) has been informed by the New York State Office of Temporary and Disability Assistance (OTDA) that, effective today, Dec. 1, the 2025-2026 Home Energy Assistance Program (HEAP) is open for applications.

Those who have already submitted an Early Outreach HEAP application do not need to take further action. Federal HEAP funds were made available starting on Friday, Nov. 28, and benefits will be issued as applications continue to be processed.

To apply for the 2025-2026 HEAP benefit, visit https://mybenefits.ny.gov/mybenefits/begin. For more information, contact the Oswego County DSS HEAP Unit at 315-963-5021.

Individuals who need assistance with Heating Equipment Repair or Replacement (HERR) may continue to contact the Oswego County Department of Social Services at 315-963-5000 to determine if they qualify for a one-time emergency Temporary Assistance payment to address their immediate heating needs.
