Oswego County DSS Provides Update on Federal Programs

SNAP and HEAP Update-

OSWEGO COUNTY – The Oswego County Department of Social Services (DSS) is providing the following updates on the status of the Supplemental Nutrition Assistance Program (SNAP) and Home Energy Assistance Program (HEAP) amid the ongoing federal government shutdown.

While the shutdown could potentially impact the disbursement of SNAP benefits in November, recipients who do not yet see their payment pending in their accounts this week should not be alarmed. These payments are normally made from Nov. 1-9, and there is still time for the federal government to come to an agreement and release funds to New York State for disbursement.

SNAP applications continue to be accepted, and recertifications of existing cases are still being processed. Once the federal government allows New York State to release funds, all pending SNAP benefits will then be placed on clients’ EBT cards.

In addition, the opening of the 2025-2026 HEAP season is currently delayed until Nov. 17 due to the shutdown. If individuals experience a heating emergency prior to Nov. 17, they can contact Oswego County DSS at 315-963-5000 to determine if they are eligible for a one-time emergency Temporary Assistance payment to help with immediate heating needs. DSS will continue to provide updates as additional guidance from New York State becomes available.

Residents receiving benefits should continue to keep all scheduled appointments, attend interviews and provide any requested documentation to help ensure timely access to benefits once federal and state holds are lifted.
