Phil Church Discusses Oswego County Budget With Rotary

OSWEGO, NY – Oswego County Administrator Phil Church discussed the Oswego County budget process with members of the Oswego Sunrise Rotary.

He specifically talked about the formula for determining tax levy limit.

At Thursday’s meeting, Church explained the limitations on the budget process in light of the 2012 Tax Cap vs. the state mandates.

The state required programs for Medicaid, OTB, Youth Bureau, Probation, Indigent Defense and health services.

The mandated programs have shifted expenses from the state to the county and with the increase, many programs such as senior services, tourism, and highway may need to reduce their services.
