OSWEGO COUNTY – On Tuesday, June 23rd, 2026, Paul Conklin, 67, of Marcellus, NY, was arrested and charged with Grand Larceny in the third degree and Misappropriation of Funds of Trust. Conklin has been the subject of an investigation since last August that showed he received funds in the amount of $3,500.00 for contracted home improvements, however failed to complete the work. He was arraigned in Oswego County CAP Court and released.
It is possible there are more victims. The investigation also showed that Conklin does business as Capital Home Improvements (DBA) and Capital Home Construction, LLC.
