COVID-19 Statistics Update, May 29, 2020

James Weatherup announces Phase Two can begin.

OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m. today, there have been two additional cases of novel coronavirus (COVID-19) since yesterday. The cumulative reported number is 104 cases across the county and of those, 80 have recovered and three have died.

Oswego County Legislature Chairman James Weatherup briefed the public today via video on Central New York’s status regarding Phase Two of reopening.

“After several hours of confusion and frustration, I can share the news that this afternoon the Central New York region is cleared for Phase Two of the reopening process,” Weatherup said. “I am relieved to say we received the go ahead from the governor a few hours ago. The governor released additional guidance for businesses this morning.”

Phase Two includes:

For restaurants, customers can pick up their order and eat outside the establishment at a picnic bench if there is one, and restaurant staff are not permitted to wait tables.

Each of the four phases are determined based off of metrics that need to be met.

“The only way we are going to stop the spread of the virus and get back to a somewhat more normal routine, is to take personal responsibility for our own health and respect the health of others,” Weatherup said.

Weatherup said the Regional Control Room has already started working on Phase Three of reopening.

Weatherup also addressed contact tracing, emphasizing the importance of being open and honest with the tracer should one get a call from them.

Oswego County: (as of 3 p.m.) Note, the total number of positive cases is cumulative and the number of recoveries and deaths are of those numbers.

  • Total # of active cases: 21 (yesterday: 20)
  • Total # of positive cases: 104 (yesterday: 102)
  • Total recoveries: 80 (yesterday: 79)
  • Total # of deaths: 3 (no change since yesterday)
  • Total # people tested: 5,861 (yesterday: 5,520)
  • Total # of negative results: 5,660 (yesterday: 5,322)
  • Total # of people in mandatory isolation/quarantine: 67 (yesterday: 71)
  • Unacast social distancing score (as of today): D-

Diane Oldenburg with the Oswego County Health Department said the county has found 23 positive antibody test results and 1,035 negative antibody test results (as of May 27).

Note, Oswego County did not release data May 24 or May 25. It has stopped releasing data for pending results, number of people in precautionary quarantine and total number completed/released from monitoring.

All known contacts of COVID-19 positive patients are being notified. In the event that a known case had public exposure when they were contagious, such as someone who worked in a restaurant, the county health department would alert citizens through the news media and social media.

COVID-19 has been identified in the cities of Fulton and Oswego and the towns of Boylston, Constantia, Granby, Hastings, Mexico, Minetto, New Haven, Orwell, Oswego, Palermo, Redfield, Richland, Sandy Creek, Schroeppel, Scriba, Volney, West Monroe and Williamstown.

The county does not release the town/city of individual cases. If there has been a new case and a new area has not been added, that means it is in an area that has already been affected before. Once an area is added it is not removed from the list because the county does not say when a town/city no longer has a case.

Other updates from the state include:

  • Long Island, Capital Region, Western New York, Central New York, North County, Finger Lakes, Southern Tier, Mid-Hudson Valley, and Mohawk Valley Regions have met all seven metrics required to begin phase one of the state’s regional phased reopening plan.
  • New York State and local governments will provide death benefits for frontline workers who died from COVID-19 during this emergency.
  • The state is continuing to direct resources and focus efforts on reducing the spread of COVID-19 in lower-income and predominately minority neighborhoods.

  • Governor Cuomo called on the U.S. Senate to pass a coronavirus relief bill that helps all Americans and provides unrestricted fiscal support for states.
  • The winners of the Wear a Mask New York Ad Contest are: “We Heart New York” created by Bunny Lake Films and “You Can Still Smile” by Natalia Bougadellis and Emory Parker.
  • Governor Cuomo released a guide to the state’s “NY Forward Reopening” Plan, along with the state’s regional monitoring dashboard.
  • The $100M New York Forward Loan Fund will provide loans to small businesses, focusing on minority and women owned small businesses, that did not receive federal COVID-19 assistance.
  • The New York State sales tax filing deadline has been extended to June 22, 2020.
  • Governor Cuomo issued executive orders 202.17 and 202.18 requiring all people in New York to wear masks or face coverings in public, including when taking public or private transportation or riding in for-hire vehicles.
  • New Yorkers without health insurance can apply through NY State of Health through June 15, 2020; must apply within 60 days of losing coverage.
  • Health care workers can text NYFRONTLINE to 741-741 to access 24/7 emotional support services.
  • New Yorkers can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.
  • Testing is free for all eligible New Yorkers as ordered by a health care provider.
