Oswego County/City Drug Task Force Arrest Four In Hannibal Drug Raid

OSWEGO – On April 19, 2023, the Oswego City Drug Task Force, the Oswego City Special Response Team, and the Oswego County Drug Task Force, executed a search warrant on a residence in the Village of Hannibal. Investigators with the city task force had gathered information that there were several people at this residence suppling narcotics to the city of Oswego.

A search of the residence was conducted with investigators seizing 52.3 grams of prepackaged crack cocaine, 8 bags of a heroin/fentanyl compound and a small amount of illegally possessed prescription medication.

As a result of their investigation and search warrant, Sabrina L. Conklin age 30, of Granby, Amanda R. Stoughtenger age 39 of Hannibal and Richard G. Mills Jr. age 42 of Granby were arrested and charged with criminal possession of a controlled substance in the third degree and criminal possession of a controlled substance in the fifth degree. Kenneth L. Rice age 44 of Syracuse was charged with criminal possession of a controlled substance in the third degree, criminal possession of a controlled substance in the fifth degree and criminal possession of a weapon in the third degree as he possessed a metal knuckle knife.

All four individuals were processed at the Oswego Police Department on the above alleged charges and were transported to the Oswego County CAP court for arraignment. All four individuals were ultimately arraigned and released on their own recognizance.
