Fulton Man Arrested For Criminal Sex Act Against Child

     In February 2023, the City of Fulton Police were made aware of a sex crime which had occurred on 02/15/23 on the west side of the City.  A witness reported seeing what appeared to be a child performing a sexual act with an adult on the side of the street.  An investigation was started and a suspect identified.  The suspect was later interviewed and admitted to the act which occurred with an 8-year-old child who he is related to.  As a result of the investigation, the suspect was arrested on 03/08/23.  He is identified as:

          Alton C. Champagne, 32 years old, of Fulton     

          Charges: 1 count of Criminal Sex Act in the First Degree – Class B Felony

                        1 count of Incest in the First Degree – Class B Felony

                          1 count of Endangering the Welfare of Child – Class A Misdemeanor

                        1 count of Public Lewdness – Class B Misdemeanor                                                                                  

     Champagne was transported to the Oswego County Jail, where he will be arraigned later this evening at Centralized Arraignment.
