From the City of Fulton Police Department:
Rita M. Higgins, age 57, Fulton, New York was arrested on November 3, 2008 following an investigation conducted by The City of Fulton Police Department. The investigation began amid concerns of possible discrepancies with transactions within the City of Fulton Code Enforcement Office.
The investigation revealed such discrepancies and resulted in the arrest of Higgins. Higgins is accused of making false entries into the records of the Code Enforcement Department in an effort to conceal the crime of Petit Larceny.
Rita M. Higgins was charged with the following: Tampering with Public Records in the 1st degree (4 counts), a class D Felony; Petit Larceny (4 counts), a class A misdemeanor.
Rita M. Higgins was arraigned in Fulton City Court by Hon. Spencer J. Ludington and released on her own recognizance. She is scheduled to return to court November 19, 2008.
