Fulton Police Arrest Inappropriate Relationship Between An Adult Male And A Juvenile Female

FULTON – The Fulton Police Department was notified in July 2026 of an inappropriate relationship between an adult male and a juvenile female that occurred in 2018.

During the course of the investigation, Investigators determined that the male engaged in sexual intercourse with the juvenile victim.

Investigators were also able to determine that an intimate video of the victim was disseminated. As a result of the investigation, the suspect was taken into custody on August 27th, 2026. The suspect is identified as; Frank M. Allen Jr., 62 years old of Fulton, New York. Charges:

Rape in the First Degree – Class B Felony

Unlawful Dissemination or Publication of an Intimate Image – Class A Misdemeanor Allen was arraigned in Fulton City Court and remanded to the Oswego County Jail on $1000 cash bail.
