Fulton Police Make Arrest in Kidnapping Investigation

FULTON – At approximately 1130 A.M. on August 18. 2025 Officers responded to a call regarding a missing individual believed to have been forcibly taken from a residence and forced into a vehicle. Upon arrival, officers on scene were able to obtain valuable information regarding the incident and a coordinated investigation with assistance from the New York State Police was initiated. Further information was developed that the suspect was possibly taking the victim out of State. The suspect was later located and taken into custody by New York State Police in Belmont, NY. The victim was found unharmed. The suspect is identified as:

Ricardo X. Ledezma-Romero, 35 years old of Illinois

  • Charges: Kidnapping 2nd degree – Class B Felony
  • Endangering the Welfare of a child – Class A Misdemeanor

Ledezma-Romero is being held pending arraignment in Centralized Arraignment. The City of Fulton Police Department would like to extend its sincere gratitude to the New York State Police and the New York State Intelligence Center (NYSIC) for their outstanding support and collaboration during the investigation and arrest.
