Parents Charged With Child Endangerment

SANDY CREEK, NY – Parents in Sandy Creek have been arrested and their children temporarily removed from their home after an investigation revealed inadequate living conditions.

The New York State Police in Pulaski arrested 48-year-old Earl L. Russell and 52-year-old Shirley A. Russell, of 6061 South Main Street, in the village of Sandy Creek Monday and charged with endangering the welfare of a child, subsequent to a joint investigation involving the Oswego County Department of Social Services, Sandy Creek Code Enforcement and the New York State Police Bureau of Criminal Investigations.

Police said the investigation revealed that children ages 10 and 15 were living in conditions that included but are not limited to an infestation of roaches and building / residential code violations which resulted in health and safety hazards.

Efforts were coordinated by the Department of Social Services for temporary placement of the children with friends and family while corrective measures are taken to improve the living conditions.
