Voters Approve Hannibal Central School District Capital Project

HANNIBAL – Renovations and improvements are in store for the Hannibal Central School District after voters approved a $42 million capital project Wednesday (Nov. 29).

In a 157-50 vote, residents elected to move forward with the project, which encompass upgrades to portions of all district buildings.

The renovations will come at no cost to district taxpayers, as the project is fully funded through a combination of state aid and the district’s existing capital reserve fund.

According to HCSD Superintendent Christopher A. Staats, the voters’ approval of the project “speaks volumes” to their support of Hannibal students.

“Our taxpayers recognized the need to protect our community’s assets, as identified in the capital project,” Staats said. “This project is truly an investment in our students, the community and the future. Thank you for your support.”

Staats noted that the first phase of the project will include a new bus garage, sitework and roofs.

In the coming months, the district will work with its architect to develop construction documents and prepare to submit the files to the New York State Education Department for approval.

“We are hoping to break ground for phase one in June 2019, with an anticipated completion date in the spring of 2020,” Staats said. “Construction for the second phase will start in March 2020, with a closeout date anticipated in the spring of 2021.”

The scope of the project includes a new transportation center, roof work, masonry repairs, upgrades to electrical and plumbing systems and energy efficiency upgrades, as well as enhancements and improvements to classrooms and other instructional spaces.

Additional work includes better drainage, safety fencing and dugouts for the baseball and softball fields and the resurfacing of the track.
