At approximately 3:30 a.m. on Friday, October 17, 2025, officers from the Oswego Police Department responded to a reported stabbing at 71 W. Albany St. in the City of Oswego.
Upon arrival, officers discovered a male victim suffering from a stab wound to the chest. The victim was identified as 41-year-old Kevin Fatcheric of Oswego. Emergency medical personnel transported Mr. Fatcheric for treatment; however, despite life-saving efforts, he succumbed to his injuries and was pronounced deceased at Upstate Hospital.
Oswego Police conducted an investigation on scene, which ultimately led to the arrest of two individuals, Scott Sullivan, age 24 of Fulton and Rebecca Manchester, age 44 of Oswego. Sullivan and Manchester were charged with the following:
Scott Sullivan was charged with:
- Murder in the 2nd Degree (A-I felony)
- Assault in the 1st Degree (B felony)
- Two counts of Robbery in the 1st Degree (B felony)
Rebecca Manchester was charged with:
- Two counts of Murder in the 2nd Degree (A-I felony)
- Two counts of Assault in the 1st Degree (B felony)
- Criminal Possession of a Weapon in the 3rd Degree (D felony)
- Two counts of Robbery in the 1st Degree (B felony)
Sullivan and Manchester were ultimately processed and brought to Oswego County CAP court for arraignment.
Oswego Police were assisted by the Oswego County District Attorney’s Office, Oswego County Sheriff’s office, Menter Ambulance and the Oswego Fire Department.
