Oswego County Clerk and Treasurer Take Oath of Office

OSWEGO COUNTY – Oswego County Clerk Terry Wilbur and Treasurer Kevin Gardner took their oaths of office at the Oswego County Legislature’s organizational meeting on Jan. 6. They were both re-elected to their positions during the fall 2025 general election.

 

Wilbur has served as Oswego County Clerk since 2022, managing several projects to advance the work of the clerk’s office. Under his leadership, a digitization and online deed accessibility project, which makes all deeds searchable and available electronically, was completed. The office also launched the “Fraud Alert” fraud monitoring program to help homeowners protect their properties.

 

“I want to thank my sister Joanna for being here with me today,” said Wilbur. “My family has given me their full support from the beginning and I’m grateful to them. I also want to thank my deputies and staff – at the clerk’s office, all three motor vehicle offices and the records center. I wouldn’t be able to do this work without them. And a deep ‘thank you’ to the constituents of Oswego County who put their faith in me and elected to keep me in this office.”

 

As County Clerk, Wilbur also leads the County’s three Department of Motor Vehicle (DMV) offices and has guided his staff through many initiatives, including the recent federal REAL ID requirements. He manages the County’s Records Management and Historian’s offices as well, launching the Oswego County 250th American Revolution Commission in 2024.

 

Wilbur was recently appointed as chairman of the National Association of Counties’ (NACo) Rural Action Caucus. He also serves as vice chairman of NACo’s Agriculture and Rural Affairs Steering Committee and Membership Standing Committee.

 

He served as an Oswego County legislator for 12 years, representing District 21 which is comprised of parts of the towns of Hannibal and Oswego. When he took that office in 2010 at the age of 21, he was the youngest legislator to be elected to the Oswego County Legislature at that time.

Gardner has served as Oswego County Treasurer since 2018, and during his tenure has helped spearhead multiple initiatives. He served on the panel that revised the New York State foreclosure process and collaborated with SUNY Oswego on the development of an online Certificate of Residency process to help save taxpayers’ time and money.

 

“I’ve been doing this a long time, but I am still humbled by each opportunity to continue to serve Oswego County,” Gardner said. “It might look like I’m up here by myself, but I know that I wouldn’t be here without the trust of the people of this county and the support of my family – who are busy seeing patients and teaching the next generation of leaders, which is infinitely more important, that’s why they couldn’t be here today. So, I just want to say ‘thank you’ to all.”

 

Gardner has received many honors, most recently being awarded “Finance Officer of the Year” by New York State Treasurers and Finance Officers Association (NYSTFOA). He previously served as the president of NYSTFOA and currently represents New York State in the National Association of County Collectors, Treasurers and Finance Officers (NACCTFO.)

 

Also a former Oswego County legislator, Gardner represented the residents of District 13, which includes portions of New Haven and Palermo, for 14 years. During his tenure, he also served as chairman for four terms.
