OSWEGO COUNTY – Oswego County Director of Mobility Management Heather Snow has been named a 2025 Rural Health Champion by the Rural Health Network of Oswego County. The recognition is given to local leaders who help advance access, equity and well-being across the county.
“Heather has spearheaded several key initiatives to improve transportation services in Oswego County,” said Oswego County Legislator Mary Ellen Chesbro, District 10, chairwoman of the Oswego County Legislature’s Economic Development and Planning Committee. “Under Heather’s leadership, the Mobility Management Department has grown to offer more transportation resources, including the new ‘Ride Oswego County’ app.
“Mobility services have also expanded to help our residents get to work, appointments, classes, community events and other needs,” she added. “I’m happy to see Heather be recognized for her hard work and dedication and I commend her for all that she does for our county.”
Rural Health Network of Oswego County Director Joelle Hutson added, “Heather is the kind of leader rural health depends on; compassionate, innovative and absolutely committed to making sure people can get where they need to go. Her ability to remove barriers, build connections and truly listen to the community has transformed transportation access in Oswego County. We’re thrilled to recognize her as a Rural Health Champion.”
Snow began working on Oswego County’s transportation efforts in 2020 as a contractor through the Volunteer Transportation Center. When the Oswego County Department of Mobility Management was created in 2023, she was hired as its director.
“It’s an honor to be recognized by the Rural Health Network of Oswego County as one of this year’s Rural Health Champions,” said Snow. “Ensuring that all residents have access to safe, reliable and accessible transportation regardless of where they live in the county has always been a top priority of mine. I’ve been grateful for the opportunity to help build and grow our services and look forward to future initiatives.”
Since Snow’s tenure, the Oswego County Department of Mobility Management has added new programs and services, such as free curb-to-curb transportation through ACCESS Oswego County and the Employment and Education Transportation Assistance Program. Educational “Ride the Route” classes are also offered to residents multiple times each year to teach them how to use the transportation system.
In addition to its regular fixed-route service, the department also provides free transportation to many community events. Residents and visitors have used Oswego County shuttles to get to seasonal farmers’ markets, the New York State Fair, Harborfest, Balloons Under the Moon, the Oswego County Fair, Wegman’s “Lights on the Lake,” the Fulton Fall Festival, the City of Oswego Tree Lighting, and many others.
Snow also serves as a Centro Central New York Regional Transportation Authority (CNYRTA) board member and is a graduate of the New York Public Transit Association Leadership Institute and New York State Department of Transportation’s “Transit 101” program. Other honors include a Certificate of Merit from the New York State Assembly. She has earned multiple certifications, including from the Rural Health Network of South Central New York; the Community Transportation Association of America for Rural and Tribal Transit Management; and Grant Writing USA.
