Businesses Seek Waiver Of Noise, Open Container Ordinances

OSWEGO, NY – Businesses along Water Street are preparing for Harborfest 2008.

At this week’s Planning and Development Committee meeting, councilors considered requests to waive the noise and open container ordinances.

Mike Dehm, police chief, requested on behalf of Larry Klotzko, owner of Old City Hall, 159 Water St., a special variance or permit to the city’s noise ordinance.

The tavern owner is requesting outside music performers playing on his property July 25 and 26.

He is requesting that these performers be allowed to play no later than 2 a.m. on both dates.

Dehm also requested on behalf of Klotzko; John Constanza owner of Toucans Tropical Bar, 156 Water St.; and Crystal Digregorio of Club Crystal, 6 Market St., that the Open Contanier Ordinance be lifted during Harborfest on July 25 and 26.

They also requested the area of Water Street between Bridge and Market streets and Market Street.

They have agreed to supply sufficient security and bathroom facilities.

Also they agree to allow Mayor Randy Bateman and Chief Dehm to set the designated time that this will be allowed. In the past, during Harborfest, the Open Container Ordinance was lifted no earlier than 7 p.m. and no later than 2 a.m.
