City Police Announce Drug Arrests

OSWEGO, NY – On Aug. 6, the Oswego City Police Department, assisted by members of the United
States Drug Enforcement Administration and the Oswego County Sheriff’s Department, executed a search warrant at 126 Erie St. in the city of Oswego.

Upon searching the residence, with the assistance of the United States Border Patrol k-9 Unit, police discovered approximately 14 ounces of marijuana, several ecstasy and methadone pills, and a small amount of methamphetamine.

Residents of 126 Erie St., 44-year-old Mitchell J. Latour and 48-year-old Laureen M. Armstrong were subsequently arrested.

Latour was charged with fourth-degree criminal possession of a controlled substance (C Felony), third-degree criminal possession of marijuana (E Felony) and unlawful possession of marijuana (violation).

Armstrong was charged with fourth-degree criminal possession of a controlled substance (C Felony), third-degree criminal possession of marijuana (E Felony) and seventh-degree criminal possession of a controlled substance (A Misdemeanor).

Both Latour and Armstrong were arraigned in Oswego City Court.

Latour was remanded to the Oswego County Correctional Facility with no bail and Armstrong was remanded to the Oswego County Correctional Facility in lieu of $500 bail.

Both have a return court date of Aug. 11.

Members of the Oswego Police Department, United States Drug Enforcement Administration and Oswego County Sheriff’s Department also conducted a joint investigation Thursday with members of the Wayne County Sheriff’s Office resulting in the execution of an additional search warrant in Wayne County.

Upon conducting the search, law enforcement officers discovered an apparent clandestine methamphetamine laboratory and recovered approximately 9.1 grams of methamphetamine that was earmarked for distribution in the county and city of Oswego.

Members of the Wayne County Sheriff’s Office Drug Task Force, who were involved in the case, are continuing their investigation as well.

Further arrests may be forthcoming pending the completion of the investigation.
