OSWEGO, NY – The Common Council’s committees had a busy schedule this week.
The Physical Services Committee recommended use of public space for various people.
Michael Conaway, owner of property at 25 E. Utica St., wants to construct a new four-foot wooden fence in public space between the sidewalk and property line, fronting on East Utica Street, and a new four-foot wooden fence between the sidewalk and property line, fronting on East Second Street.
John Dowdle, owner of Dowdle Funeral Home, 154 E. Fourth St., wants to construct 12-foot by 48-foot new ramps and landscaping between the sidewalk and property line, as well as permission to raise an existing 12-foot by 16-foot canopy in order to improve head room and drainage.
Historic Walton and Willet Stone Block, LLC, contract purchasers of property located at a1-7 W. Seneca St. (formerly Cahill’s / Coleman’s) to install parking spaces on the north side of West Seneca Street fronting the property foe 24 nine-foot by 18-foot on-street parking spaces perpendicular to both sides of an existing sidewalk, as well as five parallel parking spaces adjacent to the existing curb on the south side of the street (as shown in the amended site plan dated July 27, 2011, prepared by Fowler Gardella Construction LLC).
The amended site plan also delineates a proposed new dedicated street to be known as Cahill Lane for access to lots 2, 4 and 5 as well as access to parking spaces 1 – 12 in existing public space on West Seneca Street.
Developers’ plans for the site include rehabilitating the existing the restaurant and building five new townhouses.
Novelis wants to use Breitbeck Park for its “Family Day” on Sept. 5 along with the pavilion (reservation already made through the DPW / Parks and Recreation).
The additional public space is the area immediately adjacent to the pavilion for Endeavor Entertainment to set up equipment.
Also, BytheMummers, a production company from New York City and in collaboration with the Sterling Renaissance Festival for free performances of Shakespeare’s “A Midsummer Night’s Dream” in Franklin Square Park.
The performances would take place at 7 p.m. on Aug. 17 and 18.
The Planning and Development Committee gave a favorable recommendation to a request by Mary Vanouse, community development director, for council approval of the bid for C&S Companies as the energy management contractor for the city of Oswego NYSERDA RFP 10 Energy Manager Project No. 19405.
They also approved a date change for Squared Circle Wrestling. A match had been planned at the Crisafulli Rink for Sept. 16. It will now be held Sept. 17.
The Administrative Services Committee sent the following on to the full council for consideration:
A request by the purchasing agent to authorize Abscope Environmental, which submitted the low bid ($67,500) for an asbestos cleanup at the McCrobie Building, to do the work. The scope of work includes asbestos disturbances in rooms W13B and W24, the boiler pit and two crawl space areas in the east and west wings. Funding for the cleanup will require a transfer of funds from the Contingent Account A-1990.0460.
Authorization for Change Order No. 1 for the Continental Construction for the rehabilitation of the McCrobie Civic Center that didn’t include the roof hatch alternate, and there were no vents shown on the bid documents. This will increase the contract sum by $4,004. Funding is available in the CDBG, 2008 grant for the extra work.
A request by the DPW commissioner to place items up for sale from several city departments on Auctions International. An itemized list will be generated once all items are delivered to the DPW.
A request by the city chamberlain to attend the 56th New York State Conference of Mayors fall training school for city and village officials to be held Sept. 19 – 23 in Saratoga Springs.
A public hearing on Aug. 22 on the proposed 2012 operating budget.
