Mayor Barlow Appoints Damien Waters Deputy Police Chief

OSWEGO, NY – Mayor Billy Barlow announced today he has appointed Damien Waters the next Deputy Police Chief of the Oswego Police Department following the retirement of former Deputy Chief Zac Misztal.

Waters was hired by the Oswego Police Department in 2007 and attended the Onondaga County Police Academy.  In 2011, he was promoted to the rank of Sergeant and was assigned to the anti-crime team and later to the criminal investigation division where he was named Police Officer of the Year in 2017.  Waters was promoted to the rank of Lieutenant in 2018 where he was assigned to the afternoon shift as patrol watch commander. In 2021, Waters was promoted to the rank of Captain and tasked with overseeing the patrol division.

“Damien Waters has long been a leader in the Oswego Police Department and has earned the respect of his fellow officers and the community at large,”  Mayor Billy Barlow said.. “I know he will assist Chief Cady with leading the department and will bring value to the position of Deputy Chief to continue improving the department and better protect the public.”

“I am looking forward to my new role within the department. I want to thank Mayor Barlow for appointing me as Deputy Chief and for always supporting the Oswego Police Department. I want to thank the members of the common council for their support as well,” Waters said.

Damian F. Waters a 1996 graduate of the Oswego High School a 2000 LeMoyne College graduate earning his Bachelor of Science in Business Administration. Deputy Chief Waters is a member of the International Association of Chiefs of Police, the NYS Chiefs of Police Association and the CNY Chiefs of Police Association.  He resides in the City of Oswego with his wife, Becky, and their three sons, Kevin, Michael and Christian. Deputy Chief Waters is an avid golfer and enjoys volunteering for local youth sports teams.

Waters family has a long history within the Oswego Police Department and community. His father, Ted Waters retired as a Captain and his uncle Britt Waters was a Sergeant each having over 30 years of service, his cousin Karen Wygant retired as a Lieutenant and his cousin Edward Demm retired as a Sergeant.
