Mayor Robert Corradino Announces Change of Leadership at the Oswego Police Department.

OSWEGO – After nearly seven years of leading the Oswego Police Department, Chief Phil Cady will be stepping down from the position on September 12, 2026. Chief Cady is leaving to pursue an opportunity in the private sector. Mayor Corradino is proud to announce Deputy Chief Damian Waters will replace Cady and become the 22nd Chief of the department. Waters will begin his term as chief on September 13th, 2026.

Cady’s time at the police department saw an expansion of technology, added staffing, higher pay for sworn officers, the addition of a staff clinician and a focus on quality-of-life issues. “I am proud to say we have achieved many goals during my tenure as chief; it has been the honor of a lifetime to serve the residents of my hometown. I am excited for Deputy Chief Waters to assume the role of Chief. I have full confidence he will lead with integrity and compassion as the department faces rapid societal and technological changes,” said Cady

Deputy Chief Waters is a lifelong resident of Oswego and a 19-year veteran of the Oswego Police Department. During his distinguished career, he has served in the ranks of Sergeant, Lieutenant, and Patrol Captain, gaining valuable experience and leadership at every level of the organization. He holds a bachelor’s degree in business administration from LeMoyne College. Deputy Chief Waters lives in Oswego with his wife, Becky, and their three children. “I am honored to have this opportunity to continue serving the community I have proudly called home my entire life, as well as the professional men and women of the Oswego Police Department.
