Oswego Council Committee Paves Way For Energy-Savings

OSWEGO, NY – At its meeting Tuesday night, the Physical Services Committee OK’d a request by Mary Vanouse, community Development Director, to authorize the mayor to sign all documents necessary to apply for a grant to implement the Crisafulli Ice Rink Photo Voltaic Project.

The NYS Energy Research and Development Authority is seeking applications from municipalities to be awarded up to 100 percent grants for a variety of energy related projects.

Oswego is equipped to resubmit its proposal for installation of Photo Voltaic at the Crisafulli Ice Rink to help offset the high cost of electric to operate that facility, Vanouse explained.

This project may be fundable provided that a preliminary engineering study verifies that the roof structure tested for load bearing and the project is “shovel ready,” she added.

The city’s commitment of five percent of the total project cost, or $15,000, for a total project of $300,000 would also make this grant proposal more competitive in the regional competition, she said.

The city engineer has investigated the possibility of installing solar panels on the ice rink that will meet the thresholds set forth by the state at a cost of $300,000.

Vanouse also requested authorization for the mayor to sign all documents necessary to apply for a grant to implement the John O’C Conway Energy Conservation Project.

Next, she requested authorization for the mayor to sign all documents necessary to apply for a grant to implement the Oswego Rain Barrel and Household Composting Project.

Vanouse requested authorization for the mayor to sign all documents necessary to apply for a grant to hire an energy management coordinator to benchmark and monitor the energy use of the city.

And further, to recommend and implement a variety of energy conservation measures to reduce usage and greenhouse gases by the city, which will in turn reduce the city’s carbon footprint.

The community development director also requested authorization for the mayor to sign all documents necessary to apply for a grant to implement the Roy C. McCrobie Building Energy Conservation Project.
