Oswego Woman Facing Felony Drug Charge

OSWEGO, NY – On Thursday, at about 3:49 p.m., members of the Oswego City Police Department Anti-Crime Team observed a 2006 Pontiac motor vehicle in the area of East Tenth and Oneida streets. The operator of the vehicle was known to police and was identified as 30-year-old Amber M. Spicer, of 956 Middle Road, Apt. 1A, Oswego.

Spicer was observed operating the vehicle in violation of section 1225-c-2a of the New York State Vehicle and Traffic Law, specifically that she was operating the vehicle while talking on a cellular telephone.

A traffic stop was initiated, and the vehicle was stopped in the area of the Rise and Shine convenience store. Subsequent investigation and interview of Spicer found her to allegedly be in possession of 1.5 grams of crack cocaine, which she intended to sell in the area.

Also present in the vehicle were Spicer’s two infant children.

The children were placed under the care of a relative who was contacted and responded to the scene.

Spicer was taken into custody and transported to the Oswego City Police Department, where she was charged with one count of Criminal Possession of a Controlled Substance in theThird Degree (B felony), and two counts of Endangering the Welfare of a Child (A misdemeanor).

She was also issued a uniform traffic ticket for cell phone use while driving.

Spicer was arraigned in Oswego City Court and remanded to the Oswego County Correctional Facility in lieu of $1,000 cash bail or $2,000 bail bond.

She is scheduled to re-appear on Sept. 13 at 9:30 a.m.
