Pair Charged After Alleged Drug Deal In City Park

OSWEGO, NY – At about 7 p.m. on June 16, the Oswego City Police Department Criminal Investigation Division was notified by a concerned citizen of what appeared to be an illegal drug transaction taking place in plain view in Franklin Square (West Park).

Investigators responded immediately.

Using the information provided by the concerned citizen, combined with further investigation, they were able to quickly detain two suspects, identified as 35-year-old Wallik W. Ryer, of 144 E. Third St., Oswego, and 21-
year-old Joseph J. Buske, of 500 Kingdom Road., Oswego.

Interview of the suspects determined that Ryer had allegedly provided a small quantity of marijuana to
Buske in exchange for an undisclosed amount of money.

Ryer was found to be in possession of 4.1 grams of marijuana, which was secreted in his mouth, as well as $154 in cash, police said.

Buske was found to be in possession of 0.3-gram of marijuana, as well as a quantity of prescription medications which were not prescribed to him, according to the police report.

Both suspects were taken into custody and transported to the Oswego City Police Department.

Ryer was charged with fifth-degree criminal sale of marijuana, a class B misdemeanor, and unlawful possession of marijuana, a violation.

Buske was also charged with unlawful possession of marijuana.

Both were released on appearance tickets returnable in Oswego City Court on July 11.

Police are continuing to investigate the circumstances surrounding the prescription medications in Buske’s possession.

Oswego City Police Chief Tory DeCaire stated, “While it is unfortunate that this occurred in one of our parks, it serves as a shining example of the positive outcome which can result from a cooperative effort between the police and the community. Such cooperation is vital to our ongoing efforts to reduce illegal drug activity in our city. I would like to commend the alert citizen who reported this to us, as well as the investigators who responded swiftly and arrested the suspects.”
