Paroled Sex Offender Charged With Child Sex Abuse Again

A Mexico man who served prison time for sexually abusing two children has been charged with having sex with another child.

Richard R. DeStevens, 59, of 47 Lilly Marsh Rd., Oswego was arrested Thursday afternoon by the Oswego County Sheriff’s Department. He’s accused of having oral sexual contact with a child under 17 years old at a home in the town of Scriba on August 15.

Volney Town Justice Patricia Kerfien sent DeStevens to jail without bail on the charges of felony criminal sex act and misdemeanor endangering the welfare of a child. Kerfien cited DeStevens’ prior convictions for the lack of bail.

The state’s sex offender database lists DeStevens as a convicted Level 3 sex offender, calling him a “sexually violent offender and predicate sex offender”.

He was convicted in November, 2001 of sexual abuse and sodomy for the abuse of a 14 year old boy and 6 year old girl in the city of Oswego. The database says DeStevens was not a stranger to his victims and used coercion to get what he wanted.

He was sentenced to 3 to 6 years in prison.

The state’s prison inmate database notes that DeStevens served his sentence in the Oneida Correctional Facility. He was paroled in August, 2005.
