Tim Kirwan Sworn In As Oswego City Court Judge

OSWEGO – Timothy Kirwan was sworn in as the next Oswego City Court Judge in a brief ceremony held yesterday April 26; the late afternoon event hosted by Mayor Billy Barlow in the City Council Chambers.

Kirwan was sworn in by Supreme Court Justice Greg Gilbert with his family by his side; the new position following the retirement of Judge James Metcalf.

Barlow announced last month that he would be appointing Kirwan to the bench, as a mid-term retirement allows for a mayoral appointment.

Kirwan  began his law career with Reynolds Law Office in 1997 handling mostly criminal, civil, and family law cases. In 1998, he moved onto Shanley Law Office then forming the partnership of Rodak and Kirwan Law Firm in 2006. In 2016, Kirwan started his own practice known as Kirwan Law Office on West 2nd Street in Oswego.

Throughout his career, he continued to focus mostly criminal, civil, and family law cases. He has been involved in many trials, including a murder trial. Kirwan attend Hobart College double majoring in Mathematics and Economics and attended law school at the University of Detroit Mercy Law School.

During the swearing-in ceremony, Barlow said he was confident Kirwan would do right by the people of Oswego.

“Tim Kirwan will make for an excellent Judge in Oswego City Court as he is well-known as a reputable, honest, and fair person. I expect those qualities to translate to the bench and wish him the best of luck as he starts his new journey,” Barlow said.

Tim Kirwan is an active member in the Oswego community, currently serving as the President of Oswego Little League; having also served as a former President of the Ancient Order of Hibernians from 2007 to 2018. In addition, he regularly coaches little league teams along with Oswego Youth Basketball Teams.

Kirwan is a lifetime Central New York resident, having attended high school in Cicero, North Syracuse. Kirwan currently attends Christ the Good Shepherd Parish at St. Joe’s, living in the city of Oswego with his wife Karyn and his three children Tara, Timmy, and Tommy.

Kirwan thanked Mayor Barlow for his confidence; also thanking guests attending the ceremony.

“It is with great honor that I accept this appointment to serve the citizens of this great city. I promise to always do my best and to give this job my all each and every day,” Kirwan said.

Kirwan will take office tomorrow, Thursday, April 27. Oswego City Court handles criminal cases, small claims, commercial claims, summary proceedings, and misdemeanor traffic violations in the City of Oswego within New York State’s 5th Judicial District. Oswego City Court is in the Conway Municipal Center located at 20 West Oneida Street.
