On Wednesday (July 20), at approximately noon, State Police stopped a vehicle on State Route 481 in the town of Schroeppel for a traffic violation.

It was determined the driver, Joseph M. Rinaldi, 20, from 68 Lock St., Phoenix, was allegedly driving with a suspended license.
Further investigation at the scene revealed that both Rinaldi and his passenger, Douglas R. Migliaccio, 49, from 44 Pine St., Phoenix, were in possession of cocaine and other drug paraphernalia, according to police.
Both were taken into custody and charged with the following:
Rinaldi: Criminal Possession of a Controlled Substance 5th degree, a class “D” felony, Criminal Possession of a Controlled Substance 7th degree, (2) counts of Criminally Using Drug Paraphernalia, both class “A” misdemeanors, and multiple vehicle and traffic law violations

Migliaccio: Criminal Possession of a Controlled Substance 5th degree, a class “D” felony, and (2) counts of Criminally Using Drug Paraphernalia, a class “A” misdemeanor.
Both were arraigned in the Town of Schroeppel Court and remanded to the Oswego County Justice Center on $500 cash bail or $2,500 bond.
