Voice Your Thoughts on Oswego County’s Multi-Jurisdictional Mitigation Plan

OSWEGO COUNTY – The Oswego County Emergency Management Office (EMO) invites the public to review and comment on a draft update of the Oswego County Multi-Jurisdictional Hazard Mitigation Plan. The draft plan is available to view at www.oswegocounty.com/emo.

Public meetings will be held on Thursday, May 1 at 2 p.m. and 6 p.m. Each session offers the choice of participating virtually via Zoom or in-person at the EMO Office, 200 N. Second St., Fulton. The meetings will be led by Johanna Duffy of Barton & Loguidice.

The public may comment on the plan through Saturday, May 10. Email [email protected] or write to Oswego County Mitigation Plan Update, c/o Johanna Duffy, 443 Electronics Parkway, Liverpool, N.Y. 13088. After public comments are incorporated into the plan, it will be submitted to New York State and the Federal Emergency Management Agency (FEMA) for approval.

“During the workshops for this update, our municipalities focused on recent hazards that have affected Oswego County, such as flash floods, windstorms and major lake effect snowstorms,” said Cathleen Palmitesso, director of the Oswego County Emergency Management Office. “The mitigation projects municipal leaders have put into their annex will reduce the effects of those hazards on our communities.

“Since the last plan was sent to FEMA for approval, the county has had more significant rain events that caused flash flooding and high wind events,” Palmitesso said. “It’s important to reassess and determine what new threats we’re facing, as well as how better to mitigate them.”

First approved in 2013, the county’s hazard mitigation plan was updated in 2020. FEMA requires mitigation plans to be updated every five years.

Each of Oswego County’s 32 municipalities, including county government, has worked with Barton & Loguidice, D.P.C to update the 2020 mitigation plan with new information on hazards and projects to mitigate the effects of potential disasters.

Each municipality also has its own annex to the county plan that focuses on hazards affecting their community. The plan and annexes can be viewed at www.oswegocounty.com/emo. Then select the link for “Hazard Mitigation Plan.”

Oswego County received a grant through FEMA DR4480 to update the multi-jurisdictional hazard mitigation plan. Mitigation planning develops long-term actions that are intended to reduce loss of life, number and severity of injuries, and damage to property and natural resources.
