Richard L. Duncan, 73, of Oswego passed away Monday, September 01, 2025. He was born in Fulton, son of the late Raymond Duncan and the late Grace Arnold Duncan. Prior to retirement he was employed as a laborer for Local 214. He enjoyed his camp on the Tug Hill, hunting and going to the races.
He is survived by his children, Cassie (Trista) Yatsko-Shurr of Pittsburgh PA, and Steven Shurr of Oswego, longtime partner, Patty Arnold, ex-wife, Marcia Duncan of Fulton, brother, Dan (Kathy) Duncan of Fulton, niece, Adele (Kris) Ware of Scriba, grandchildren, Kendal Shurr, Karlee Shurr, and Parker Yatsko-Shurr, great nephews, Duncan, and Cooper Ware.
A celebration of life will take place Saturday, September 27 at the Fulton Elks Club, 57 pierce drive, Fulton, NY starting at noon. Arrangements are in the care of the Dain-Cullinan Funeral Home, Oswego. www.daincullinan.com
