OSWEGO – Carol A. Todd, a resident of Oswego Town, passed away peacefully on January 7, 2026, with her daughters by her side. Born in Oswego on December 20, 1934, to George and Lulu (Noerr) Ruttan.
Carol married her high school sweetheart and made homemaking her priority. She was employed by General Electric, Joanne Fabrics, Oswego County Department of Social Services, and Stone & Webster at Nine Mile Point. She also served as Deputy Oswego Town Clerk for many years.
Carol served her community as Inspector of Elections for over 50 years and was an active member of Oswego Elks Auxiliary; you would often see her smiling face at Monday night Bingo or Friday night Fish Dinners.
Carol was predeceased by her husband Ted in 2019 and son Bruce in 2014; also her sister Beverly Goewey and brothers William Ruttan, Sr., and John Ruttan, all of Oswego.
Carol will be deeply missed by her twin daughters, Kathy (Rick) Joseph and Karen (Lee) Zukovsky, both of Oswego. Five grandchildren; Nicole, Andrew (Chelsea), Ryan (Racquel), Elizabeth, and Justin (Jackie), and six great-grandchildren; Dominic and Evan Gessner, Urijah Ketter, Addison Holliday, Colson and Gunnar Zukovsky.
Calling hours will be held Monday, January 12, 2026, from 2 pm to 4 pm, with Services to follow at Nelson Funeral Home, 11 West Albany Street, Oswego.
In lieu of flowers, contributions can be made to the Ted Todd Memorial Scholarship Fund in care of Oswego Town VFD, 640 County Route 20, Oswego. Spring burial will be in Oswego Town Rural Cemetery. Arrangements are under the caring guidance of Nelson Funeral Home.
