OSWEGO, NY – PhD Charles W. Phallen, 98, a resident of Baylis Street, Oswego, passed away on Saturday March 7, 2015, at home.
Born in Galion, Ohio, he was the son of the late Oscar and Maude (Barr) Phallen.
Charles was a U.S. Army veteran, serving during World War II.
He was a Sergeant First Class, 601 Tank Destroyer Battalion Instructor in the Armed Forces School at Fort Knox.
He saw action in North Africa, Sicily, Italy, battles of Cassino and Anzio.
He then went on to a southern France and then headed onto Strasbourg and then to the Colmar Pocket of the Battle of the Bulge and through Germany to Salzburg.
He was the recipient of two Purple Hearts, Good Conduct Medal, Distinguished Unit Badge and 1 Oak Leaf Cluster, American Defense Service Medal, European, African, and Middle Eastern Service Medals with seven Bronze Stars and one Bronze Arrow, French Croix do Guerre with Palm, and the French Chevalier of The Legion of Honor.
He was a member of the Rotary International for 30 years, the International Airstream group, the Disabled Veterans of Foreign Wars, Veterans of Foreign Wars, and a member of the Masonic Lodge for 65 years.
He graduated Otterbein College with a Bachelors of Science in 1947, received his Masters from Ohio State University in 1948 and his Doctorate of Philosophy from Ohio State in 1958.
Charles taught high school in Richwood, Ohio, and in California.
He was a faculty member at Oswego State University 1958-1983. He directed the Masters thesis Studies in the Technology Department.
Surviving are one son, Iver (Phyliss) Phallen of Florida; one daughter, Annalissa (Joseph) Kieskowski of Baldwinsville; three grandchildren, Jillian (Dimitri) Mathios, Ellie (William) Leach and Heidi Kieskowski; two great-grandsons.
Besides his parents, he was predeceased by his wife, Ruth (Shealy) Phallen, in 1999; and by two brothers, Warren and Niles Shealy.
Calling hours will be held 10-11 a.m., Friday at Nelson Funeral Home, 11 W. Albany St., Oswego, with services to follow.
Burial will be in Fairview Cemetery, Galion, Ohio.
