FULTON – June 21, 2026, Joy I. “Shine” Conklin, 63; of Fulton, NY passed peacefully surrounded by friends and family at Oswego Hospital, Oswego, NY; after a prolonged illness.
Joy was born in Alachua, FL.; and she has been a resident of Fulton for most of her life. Joy worked with Oswego County DSS in Home Daycare for 20 years. She had an exceptionally large heart and love for children so much so that many of the children she cared for sought her out years after to continue their relationships. Joy received her nickname “Shine” because when she entered the room it was like the sunshine entered the room. Joy also enjoyed motorcycle riding and camping.
She was predeceased by her father: David P. Matteson, her brothers: Daniel Matteson and Robert Matteson and her nephew: Robert Matteson.
She is survived by her mother: Eleanor Matteson of Oswego, NY; her two aunts: Audrey Compson and Betty Ellis both of Oswego, NY; her cousins: Noah and Courtney and her caregiver and friend: Kathy McMonagle.
A Celebration of Life will be held at the convenience of the family.
There will be no Calling Hours.
Burial will be conducted privately.
The Sugar Funeral Home Inc., 224 W. 2nd St. S., Fulton has care of the arrangements.
