HANNIBAL, NY — APRIL 9, 2026 — Scott Ellis (also known as Hope Ellis), the Petitioner in a Supreme Court case against the Town of Hannibal (Index No. EFC-2026-0607), is exposing a malicious harassment campaign involving the Town of Hannibal, Heritage Structures, and JCM Rentals.
Following the March 25th seizure of a 12×24 structure from Lot #355—a seizure facilitated by the Town and NYS Troopers despite a $0 balance—official documents now confirm that state agencies were weaponized in retaliation against the resident.
On March 31st, just six days after the Town-authorized removal of the shed, Child Protective Services (CPS) was dispatched to the Ellis residence based on an “anonymous” report.
Evidence of Municipal and Corporate Retaliation:
• The Breach of Privacy: The CPS report cited merchandise from the popular cartoon “Bluey” found inside the shed. Because the structure was locked until the seizure, the only parties with access to these interior details were the crews from Heritage Structures and JCM Rentals, acting under the Town’s observation.
• The “Ghost Child”: The report officially named a child—”Ren”—who does not exist and has never resided in the Ellis household.
• Abuse of Power: The Town of Hannibal, having already bypassed legal due process to seize property, is now implicated in a campaign to “profile” a resident’s interests—interests shared by millions of adults and children—to trigger a fraudulent state investigation.
“This is no longer just a property dispute; it is a coordinated attempt by the Town and these companies to destroy my life because I held them accountable,” says Ellis. “They couldn’t find a legal reason to take my property, so they broke in, searched my belongings, and invented a ‘ghost child’ to trigger a CPS investigation. Using a child protection agency as a personal hit squad is a criminal misuse of resources and a violation of my civil rights.”
Ellis has officially moved for Judicial Subpoenas to unmask the source of the fraudulent report and will present this evidence of Official Misconduct and Bad Faith at the Supreme Court hearing on April 27th.
