Oswego County Drug Task Force Announces Heroin Arrests

OSWEGO, NY – On Wednesday, August 12, at approximately 4:29 p.m., investigators with the Oswego County Drug Task Force, pursuant to a drug investigation, stopped a 2012 Ford Focus in the driveway of 184 W. Utica St. in the city of Oswego.

The driver and sole occupant, of the vehicle, Kaylene R. Fragale, 22, of 184 W. Utica St., Oswego, was subsequently found to allegedly be in possession of 38 bags of heroin, worth $760.

Fragale was arrested and criminally charged today (August 13) as follows:

Criminal Possession of a Controlled Substance in the 3rd degree, intent to sell – Class B Felony

Criminally Using Drug Paraphernalia in the 2nd degree – Class A Misdemeanor

Fragale was arraigned in Oswego City Court and granted pre-trial release.

She is due back in Oswego City Court on September 3.

Also on Wednesday, at approximately 6:15 p.m., investigators with the Oswego County Drug Task Force, with the assistance of the Oswego City Police Department’s Special Response Team, executed a narcotics related search warrant at 4 ½ Governor St. in the city of Oswego.

As a result of the search, a total of 35 bags of heroin were reportedly seized.

The heroin has a street value of $700.

David A. Sweeney, 31, of 4 ½ Governor St., was arrested and criminally charged as follows:

Criminal Possession of a Controlled Substance in the 3rd degree, intent to sell – Class B Felony

Endangering the Welfare of a Child – Class A Misdemeanor

Criminally Using Drug Paraphernalia in the 2nd degree – Class A Misdemeanor

It is alleged that Sweeney did possess the heroin, with intent to sell such, while in the presence of a child under the age of 16.

Further charges and arrests are forthcoming in this investigation.

Sweeney was arraigned in Oswego City Court and remanded to the Oswego County Correctional Facility in lieu of $5,000 cash bail or $10,000 bond.

He is to return to Oswego City Court on September 8, at 9:30 a.m.

The Oswego County Drug Task Force is comprised of members from the Oswego County District Attorney’s Office, Oswego County Sheriff’s Department, NYS University Police at Oswego, United States Border Patrol, Fulton City Police Department and Oswego City Police Department.
