Oswego County Drug Task Force Meth Lab Arrests Announced


On Wednesday, April 20, at approximately 5:50 a.m., investigators with the Oswego County Drug Task Force in conjunction with the New York State Police Special Operations Response Team and Contaminated Crime Scene Emergency Response Team executed a methamphetamine related search warrant at 31 Nichols Road in the town of Amboy.

Based upon an investigation conducted by the DTF it was believed that the occupants, living at and/or frequenting this location were conspiring and acting in concert to manufacture methamphetamine.

As a result of the search warrant execution, materials and equipment used to manufacture and possess methamphetamine were seized, police said.

In addition, a small amount of methamphetamine was seized, according to the report.

Gene Vincent, 49, of 31 Nichols Road, Amboy, was arrested and charged with:

Unlawful Manufacturing of Methamphetamine in the 3rd degree – Class D Felony
Criminal Possession of a Controlled Substance in the 7th degree – Class A Misdemeanor

Vincent was arraigned in the Town of Parish Court and remanded to the Oswego County Correctional Facility in lieu of $2,500 cash bail or $5,000 bail bond.

He is set to appear in Amboy Town Court on May 17 at 7 p.m.

Based upon an investigation conducted by the DTF it was believed that the occupants, living at and/or frequenting this location were conspiring and acting in concert to manufacture methamphetamine.

As a result of the search warrant execution, materials and equipment used to manufacture and possess methamphetamine were seized, police said.

In excess of 15 ounces of a liquid containing methamphetamine and approximately 14 grams of finished methamphetamine were seized, according to the report.

Dwayne A. Kiesinger, 40, of 762 Salt Road, Constantia, was arrested and charged with:

Criminal Possession of a Controlled Substance in the 2nd degree – Class A-II Felony
Unlawful Manufacturing of Methamphetamine in the 3rd degree – Class D Felony

Anna E. Wilson, 43, of 762 Salt Road, Constantia, was arrested and charged with:

Criminal Possession of a Controlled Substance in the 2nd degree – Class A-II Felony
Unlawful Manufacturing of Methamphetamine in the 3rd degree – Class D Felony

Kiesinger and Wilson were arraigned in the Town of Constantia Court and remanded to the Oswego County Correctional Facility without bail.

They are to return to Constantia Town Court in September.

The Oswego County Drug Task Force is comprised of members from the Oswego County District Attorney’s Office, Oswego County Sheriff’s Department, NYS University Police at Oswego, U.S. Border Patrol, Fulton City Police Department and Oswego City Police Department.
