On the 14th day of April, 2020 at approximately 4:23 P.M. while at 12 W. First St. S. in the City of Fulton, County of Oswego, State of New York the defendant, William C. Boyke was arrested for Criminal Contempt in the First Degree and Aggravated Family Offense.
it is alleged that on the above mentioned date, at approximately 4:02 P.M., while at 15 W. First St. S., the defendant, William C. Boyke did intentionally violate a duly served stay away order of protection, order number 18-10996, signed by the Honorable David H. Hawthorne of the City of Fulton Court on 8-7-2019 and expiring on 08/07/2020. Said order
commands the defendant to stay away from the protected party, Christie
Menkins, her home, her school, the business and the place of employment.
The said defendant did violate the order by knowingly and intentionally going to the protected party’s residence. It is further alleged that the actions of the defendant occurred while he was previously convicted of Criminal Contempt in the Second Degree in Fulton City Court on 08/07/2019.

On the 17th day of April, 2020 at approximately 11:43 P.M., while at 401 S. Second St. Upper Apartment, in the City of Fulton, County of Oswego, State of New York, the defendant, Thomas C. Block, was arrested for the offense of Criminal Obstruction of Breathing.
It is alleged that on the 17th day of April, 2020 at approximately 11:13 P.M., while at 401 S. Second St. Upper Apartment, in the City of Fulton, County of Oswego, State of New York, the defendant did engage in a physical domestic dispute with the victim, Tracy L. Roffo. During the dispute the defendant did intentionally grab the victim by the front of her neck with two hands, and did apply pressure. Said actions by the defendant caused the victim to be unable to breathe.

On the 19th day of April, 2020 at approximately 12:05 A.M. while at 1100 Emery St. Apt. C-5 in the City of Fulton, County of Oswego, State of New York the said defendant, Charles Louis Carter, was arrested for Criminal Obstruction of Breathing and Resisting Arrest.
It is alleged that on the 18th day of April at approximately 11:43 P.M. while at the above mentioned location the defendant did, during the course of a domestic dispute, place one arm around the neck of the victim, Angelique R. Koval, and applied pressure. Said actions of the defendant did cause the victim to be unable to breathe.
Furthermore, On the 19th day of April at approximately 12:05 A.M. while at the above mentioned location the defendant did resist an authorized arrest when he stiffened his arms and pulled away from two uniformed Police Officers in an attempt to prevent an authorized arrest after being told he was under arrest.
