On the 20th day of April, 2020 at approximately 4:45 P.M., while in the 700 block of W. Broadway, in the City of Fulton, County of Oswego, State of New York, the defendant Christie L. Menkins, was arrested for Disorderly Conduct and Resisting Arrest.
It is alleged that on the aforementioned date, time and location, the
defendant did walk in the eastbound lane of W. Broadway between the white
fog line and the yellow center line, after previously being told by officers to walk on the side of the road or the sidewalk. Said actions caused multiple vehicles to cross the center line of the roadway to avoid striking the defendant. Furthermore, said defendant did intentionally prevent a uniformed Police Officer from placing her into custody after being told by said officer she was under arrest. The said defendant did prevent a uniformed police officer from placing her into custody by stiffening her arms, pulling away and refusing to place her hands behind her back. The said defendant did prevent a uniformed Police Officer from placing her in the back of a patrol vehicle by leaning backwards and kicking the door of the patrol vehicle.
