Arrest Narrative:
On 7/27 2020, at 12:03 P.M. at 1100 Emery St. Apt. 327 in Fulton, Davonte T. Graham, was arrested for Menacing in the Second Degree, Criminal Possession of a Weapon in the Fourth Degree, Endangering the Welfare of a Child and Harassment in the Second Degree.
On the 7/26/2020 at 9:00 PM while at 1100 Emery St. Apt. 327 in Fulton, Graham, during a physical domestic with Katie A. Tyrrell, did place her in reasonable fear of physical injury, serious physical injury or death by displaying an opened black handled pocket knife with a two inch blade, while being approximately two inches away from the victim.
Furthermore, while approximately inches away from the victim with the knife, Graham did state “If you call the police, I will kill you.” The actions of the defendant did place the victim in fear of being injured by the knife.
The defendant did push the victim’s head into a window and punched her two times in the face, which caused the victim to feel annoyed, alarmed and harassed. While the defendant pushed and punched the victim, she was holding her one year old child, Z.L.C. (10/15/2018).The actions by the defendant did cause the victim and Z.L.C. (10/15/2018) to fall to the ground, which were likely to be injurious to the physical, mental and moral welfare of the child.

On 7/28/2020, at 11:35 A.M. while in the 200 block of Erie Street, Fulton, Misty A. Reynolds, was arrested for Petit Larceny.
On 7/28/2020 at 10:45 AM while at 143 North Second Street, in Fulton, Reynolds did steal a small black plastic bag containing unknown items. The property belongs to the Salvation Army Thrift Store, and was located in a designated drop off area in front of the store. The items had a total value of less than $1,000. The defendant made no attempt to pay for the items and had no permission to take the items.

On 7/28/2020, at 3:35 P.M., while at West Broadway and West First Street South in Fulton, Misty A. Reynolds, was arrested for Petit Larceny.
It is alleged that on 7/28/2020 at 3:05 PM, at 368 West First Street South in Fulton, Reynolds did secrete a box of Gas-X Simethicone 125 mg soft gel tablets, and a box of Family Wellness Sheer Adhesive Pads into a black tote bag. The items belong to the Family Dollar Store and had a total aggregate value of $5.25. Reynolds did pass all points of sale while making no attempt to pay for the items.

It is alleged that on 8/1/2020 at 5:00 AM at 263 West Second Street South Apt. B, Fulton, Hill squeezed the victim, Alexis Rivera’s neck, during a domestic dispute. The actions of the defendant did cause the victim to become dizzy and did further cause her to feel like she was going to lose consciousness.

On 8/1/2020 at 4:01 PM at 12 West First Street South, Fulton, County of Oswego, Leo Neal Toby Jr. was arrested for two counts of Menacing in the Second Degree and two counts of Criminal Possession of a Weapon in the Fourth Degree.
It is alleged at approximately 2:40 P.M. while on 8/1/2020 at 401 Hannibal Street Apt 2. in Fulton, Toby possessed a dangerous instrument; a large Bowie knife, and used the same unlawfully against the victims, Tina L. Lucas and Chad E. Lucas, by holding it to their throats and making threats to harm them. the actions of the Toby Jr. did cause the victims to be in reasonable fear of physical injury or death.

On the 8/1/020, at 4:31 PM, at 401 Hannibal Street, Apt. 2, Fulton, Chad E. Lucas Sr.was arrested for Criminal Possession of a Weapon in the third degree, Criminal Possession of a Weapon in the fourth degree, and Menacing in the second degree.
It is alleged that on 8/1/2020, at 401 Hannibal Street, Apt. 2, in Fulton at 2:40 PM, Lucas, during the course of a domestic dispute with the victim, Leo N. Toby, did intentionally possess a dangerous instrument, being a metal baseball bat, and swung the bat in close proximity of the victim. The actions of Lucas did place the victim in reasonable fear of physical injury, serious physical injury, or death. The defendant did so after having previously been convicted of VTL 1192-2, a class A misdemeanor, on 10/02/2007, in Town of Hannibal Court.

Narrative:
On 8/1/2020, at 4:31 PM at 401 Hannibal St. Apt. 2, in Fulton, Tina L. Lucas, was arrested for Criminal Possession of a Weapon in the Third Degree, Criminal Possession of a Weapon in the Fourth Degree, Menacing in the Second Degree and Harassment in the Second Degree.
It is alleged that on 8/1/2020, at 2:40 PM, at 401 Hannibal St. Apt. 2, in Fulton, Tina L. Lucas, did during the course of a domestic dispute, while holding a 5″ black handled steak knife in her right hand, intentionally lunge at the victim, Leo N. Toby, with the knife, and was approximately two feet away from the victim.
Lucas’s actions did place the victim in reasonable fear of physical injury, serious physical injury or death. Lucas was previously convicted of the crime of Attempted Criminal Possession of a Controlled Substance in the third degree, on August 13th, 2012 by the Oswego County Court. Lucas also slapped the victim on the left side of his face, with her right hand.
